n March 2001, U.S. Archivist John W. Carlin received a letter from Alberto Gonzales, then counsel to the newly inaugurated president George W. Bush. It concerned an important deadline that was looming—one that Bush owed to Richard Nixon.

In 1974, Congress ordered a lockdown on all records kept by the Nixon White House, afraid that the outgoing president would try to wipe out the paper trail of his disastrous second term and chastened by the recent destruction of decades’ worth of FBI files by the late director J. Edgar Hoover’s loyal secretary. That order was expanded four years later into a law requiring that all presidents’ papers—everything from briefings to personal notes and everyday communications between the president, vice president, and their staffers—be handed over to the National Archives twelve years after their terms ended for eventual public release. Ronald Reagan was the first chief executive to whom the Presidential Records Act applied, and his papers were due to be turned over to Carlin at the beginning of Bush’s term.

Gonzales wanted Carlin to delay the release until June. His letter didn’t say why, but Carlin agreed.

I am in a class called Advanced Internet Searching..but honestly as much more as I know now about how google doesn't "see" everything on the web (and there is a HUGE dif. between the WWW and the Internet but you guys know that..)...anyway...even with what I am learning..nothing beats the google search for GENERAL searching...when I have time I would like to find more of this book..I rarely take the time to retype a good excerpt..but I see there are tons of good ones in this book...

Is it really asking too much for Congress to lower the boom here? Andrew Cuomo is great but surely he's not the only person who knows how to go after such excesses. Again, let's look at who lost billions and who was rewarded (and continue to be rewarded) very handsomely. The GOP needs to quit blaming the poor for this historic failure because it's Wall Street who is killing capitalism through their greed. Of course, if they're never held accountable, why would they not behave this way? Even now, it's not as though Congress or Paulson are aggressively overseeing this process.
Wachovia Corp (NYSE:WB - News), which lost $33 billion in the last two quarters, said 10 top executives may be entitled to $98.1 million in severance pay after the bank is acquired by Wells Fargo & Co (NYSE:WFC - News).

In a U.S. Securities and Exchange Commission filing, Wachovia said the executives would receive severance under their employment agreements if the merger closes by December 31, as expected. Wachovia said shareholders will vote on the merger on Dec 23.

The 10 executives do not include Robert Steel, who in July replaced the ousted Ken Thompson as Wachovia's chief executive, and does not have an employment agreement.

Wachovia also said a closing would entitle its 11 executive officers, who include Steel, as well as Chairman Lanty Smith to $2.5 million in equity-based awards under existing stock incentive plans. But the executives' stock options are worthless, the bank said.

U.S. regulators pushed Wachovia to find a merger partner after losses soared on a $118.7 billion portfolio of option adjustable-rate mortgages. The bank largely took these on when it bought California's Golden West Financial Corp in 2006.

I think there should be corporate tax breaks for those that employ more Americans. I think if you automate a factory, you should pay more taxes. I think if you send business out of America, you should pay much higher taxes. Then, if you import products, there should be tariffs unless they achieve parity in environmental and human rights laws.

The Fed seems not to need the congress but the Treasury does.

Group blames unions for carmakers’ woes

Unions are to blame for the Big Three automakers’ problems, according to a television ad meant to stoke public opposition to organized labor’s number one legislative priority.

“Steel, auto, airlines. What do these industries all have in common?” asks the ad sponsored by the business-backed Employee Freedom Action Committee, which was active in several hotly contested Senate races this year. “Hundreds of thousands of lost jobs and union bosses that helped put them out of business.”

The advertisement urges people to fight the Employee Free Choice Act, which unions hope will be taken up quickly by the Democratic Congress and President-elect Barack Obama. The bill would eliminate the requirement for workers to cast secret ballots in deciding whether to organize, making it easier to form unions.

Business groups are paying for the ad to run on CNN and the Fox cable news network Monday through Wednesday, according to the group’s spokesman, Tim Miller. He said the ad buy was “fairly substantial” but declined to specify a figure. A similar ad ran in Mississippi and New Hampshire in conjunction with Senate races in those states, where business groups worked to tie Democrats to the Employee Free Choice Act.

“If Americans like what the unions did to Detroit’s economy, they’ll love what the unions will do to the country,” said Richard Berman, the business group’s executive director.

“The unions have played a significant role in nearly bankrupting the Big Three automakers with untenable inefficiencies which have put tens of thousands out of work,” Bergman said. He said the union bill, known as “card-check legislation,” would do the same to millions of jobs across the country.

Alan Reuther, legislative director for the United Autoworkers, blasted the ad and Bergman’s comments. He said the auto industry’s problems rest on a series of bad trade and healthcare policies, and that the credit crunch is to blame for the current crisis.

Reuther also said major concessions offered by unions in their 2005 and 2007 contracts will result in the elimination of the cost-gap between union and non-union plants. “We feel that we’ve stepped up to the plate,” he said.

He also pointed to a 2007 report by two auto industry consulting firms that found nine of the 10 most-efficient auto plants in North America have workers organized by the United Autoworkers or the Canadian Autoworkers.

Congressional leaders have asked the cash-strapped auto companies to come up with a business plan over the next two weeks if they want $25 billion in aid. Executives from the three companies were in Washington this week pleading for help.

Besides arguing that it would slow the economy, the U.S. Chamber of Commerce, National Association of Manufacturers and other business groups warn that card-check would let union bosses intimidate workers into forming unions.

Labor groups charge that the current system allows employers to use intimidation tactics to stop workers from organizing. Allowing workers to form unions by checking cards authorizing a specific union to represent them ­ rather than casting secret ballots would solve the problem, they say.

Separately, a coalition of business groups wrote to members of Congress urging that they not sign on to card-check legislation.

“Particularly at a time of economic uncertainty, Congress should not enact measures that threaten our economic competitiveness, including the Employee Free Choice Act,” stated the letter, which was signed by dozens of business groups.

DETROIT, Michigan (AFP) — A group of auto dealers, suppliers and union workers are planning to drive a caravan of fuel-efficient, American-brand vehicles to Washington to press lawmakers to rescue the Big Three US carmakers.

The aim is to build grassroots support for a federal aid package in the wake of criticism that executives from General Motors, Ford, Chrysler and the United Auto Workers did not make a convincing case at congressional hearings last week.

"There was so much misinformation in the hearings last week. I'd love to see something come to fruition where people show what this industry means to the country," said Carl Galeana, president of Galeana Automotive Group, which has domestic and import dealerships in Michigan, South Carolina and Florida.

"I'll do whatever I can to save this industry."

The idea hatched by supplier Dura Automotive on the weekend soon gained support from the Big Three and the UAW.

But while their executives are expected to eschew their much maligned corporate jets, it was unlikely they would drive to Washington with the caravan.

While the caravan is a "great idea ... it's just not something we are in a position to sponsor or manage," said GM spokesman Tom Wilkinson.

"As for our mode of transport, it can be safely assumed it will not be by company plane," Wilkinson said.

A Chrysler spokesman said the automaker was reviewing the plan and had not yet taken a position while Ford spokesman Mike Moran said "We absolutely support their effort. But we are not involved in putting it together."

The plan is to hold a rally in Detroit and then set off on a road trip to Washington with stops along the way for rallies and news conferences.

"We want to help dispel the myths" about the competitiveness of the US automotive industry, said Sean McGuire, Dura's vice president of marketing.

"It's important to show that these are truly high-tech companies that produce a variety of alternate-fuel and high fuel-efficiency vehicles."

Who's in charge here - Bush or Obama?

As George Bush doesn't seem to want to be president any more, and Barack Obama can't take over until January, who is running the world's biggest economy at this crucial time?

The difference between their two most recent news conference could not have been more marked. Outlining his treasury team, Barack Obama looked presidential and raring to go from the moment he walked in and the press rose to their feet.

George Bush by contrast looked jaded and reluctant to still be in the job as he announced yesterday's bail-out for Citigroup on the steps of the treasury department. He fumbled through the poorly recorded and low-key press conference with Hank Paulson standing awkwardly beside him.

Is Bush working any more, asked Michael Tomasky. He doesn't seem to want to - referring repeatedly to Obama in his press conference as if it was the president-elect's problem now and not in 60 days' time.

So does America have two presidents at the moment, or none?

Earlier this month, Obama refused to go the Washington summit on the financial crisis because he didn't want to tread on Bush's toes.

"The president-elect will respect the fact that we have one president at a time," his aide said.

But Obama's behaviour since has suggested he is not respecting that convention, and that he is acting as kind of co-president. Some call it a "split-screen presidency", although he has no formal power until the end of January.

As Bush "is hardly being president at the moment", others wonder why Obama can't just take over now.

Darling to unveil 45p tax on rich to fund recession package

Alistair Darling will announce today that income tax for those earning more than £150,000 a year will rise to 45p in the pound during the next parliament to help pay for Labour's £15bn anti-recession emergency package.

Faced with the challenge of reducing state borrowing from an expected £120bn next year, the chancellor will use today's pre-budget report to break New Labour's 15-year taboo on raising income tax on the wealthy. Darling will also unveil a one-year cut in standard-rate VAT from 17.5% to 15%, in the hope consumers bring forward spending and shorten the recession.

The government hopes that, by targeting the rich, people on low and middle incomes will be reassured that they are not to be the victims of an aggressive spend-now-tax-later strategy. It is expected the measure will raise £2bn.

Robert Chote, the director of the Institute for Fiscal Studies, the UK's leading tax thinktank, said the change would affect only 400,000 high earners. "You are not going to raise an enormous amount of revenue from this," he said. The current top rate of tax – 40p in the pound – hits earnings of more than £39,825 a year, affecting about 4 million people.

Today Darling told the cabinet "that the central objective of the PBR is to support firms and businesses now in difficult times when people need help the most, while ensuring that we remain on course for economic stability and sustainable public finances in the medium term," according to the prime minister's spokesman.

"He emphasised the importance of acting now in order to prevent lasting damage to the economy," the spokesman said. "And he noted that there was widespread support for this type of fiscal stimulus to the economy around the world."

Vincent Cable, the Liberal Democrats' Treasury spokesman, echoed Chote in saying that the measure would raise "negligible" amounts of revenue.

Philip Hammond, the shadow chief secretary to the Treasury, said that the proposed top-rate tax increase "won't even begin to touch the sides" when it came to filling the hole left in the government's finances by borrowing.

"We would prefer there not to be tax increases. Clearly if the government is going to announce the package of additional borrowing there will have to be large tax rises after the election and of course people on higher incomes will have to pay their share of that," Hammond told the BBC.

Geoffrey Robinson, the former Treasury minister and a key Brown ally, admitted on BBC Radio 4's Today programme that the amount of money raised by a new 45p band was "not significant" in relation to the overall amount of money the government would need to find. But he said it was still a "big change" that would make an important statement about fairness.

"After all, those earning over £100,000 over the last 10 years have seen their earnings after tax increase at more than double the rate of those below. They have done extremely well," he said.

Palin will be criss-crossing Georgia this Monday on behalf of GOP Sen. Saxby Chambliss, in the final day of campaigning for the very unpredictable Senate runoff, the Chambliss campaign just announced.

Palin will be holding four rallies across the state, in a race that will make the difference in the Dems' efforts to get 60 seats this year, along with the Minnesota recount. This runoff election is all about jazzing up the base -- and whatever her faults, few if any Republicans did as good a job of that this year as Palin.

Chambliss has had some big names coming in for him, like John McCain, Mike Huckabee, Rudy Giuliani and Mitt Romney. Democratic challenger Jim Martin, who is lagging by a few points in the polls, has had Bill Clinton and Al Gore come in for him, among others, but one huge Democratic name has eluded him: Barack Obama.

Obama's tax hike for the rich may be delayed

WASHINGTON (AP) — An economic crisis, rising joblessness and a credit squeeze can make a president-elect refine his words. Today's word is "repeal." During his presidential campaign, Barack Obama promised to repeal President George W. Bush's tax cuts for the wealthy ahead of their scheduled expiration in 2011.

It was part of how Obama would pay for an overall net tax cut aimed at low- and middle-income taxpayers, and an effort to bring what he called "fairness" to the tax system.

No one is talking tax hikes now.

Over the weekend, Obama said he has charged his new economic team with devising a plan that would create or preserve 2.5 million jobs over two years. He said the plan would include broad spending plans as well as the middle- and low-income tax cuts he described during the campaign.

Aides later said the plan would not include any of the tax increases Obama, as a candidate, had said he would impose on taxpayers who make more than $250,000.

Asked Monday when those hikes might go into effect, Obama said, "Whether that's done through repeal, or whether that's done because the Bush tax cuts are not renewed, is something that my economic team will be providing me a recommendation on."

If repealed early, Obama's tax increase on the rich would have generated significant revenue, but not enough to compensate for the cost of his tax cuts. An analysis by the Tax Policy Center, based on January 2008 income projections, estimated that the increases would result in about $43 billion in revenue in 2009 and $45 billion in 2010. Those numbers would be smaller now, as the economy has lowered expected incomes.

Obama's economic advisers say he will not propose any tax increases in the economic plan he unveils in January. It is to be focused entirely on job creation and economic recovery.

The United Nations news service reported on the troubles of Qurban-Bibi, a pregnant woman who simply needed to reach a hospital. Doctors had instructed that she must deliver in an equipped medical facility, considering her previous Caesarean delivery. The desperately poor husband and her brothers opted for a delivery at home, citing the unaffordable taxi ride. The woman almost bled to death. When the delivery turned for the worst, the family rushed her to Faizabad hospital in a nearby province. Her life was saved, but, evidently not that of her baby.

Victory for decency: FL Gay Adoption Ban Ruled Unconstitutional

After the passage of Prop 8 and the ban on adoption by gays and lesbians in Arkansas, this is a welcomed victory:

A Miami judge has struck a blow against a Florida law banning adoptions of children by gay people.

Miami Dade Circuit Judge Cindy Lederman ruled Tuesday there was "no rational basis" for prohibiting gays from adopting children.

The ruling will allow 47-year-old Martin Gill to adopt two young brothers he has cared for as foster children since 2004.

Florida has one of the strictest bans on gay adoptions in the country. A judge in Key West ruled in September that the ban was unconstitutional, but that ruling has had limited legal impact.

Disappearing Water Supply

Rongbuk Glacier in Tibet, as seen from Mount Everest. This and other glaciers in the area are losing more ice than scientists have realized, research shows. Glaciers serve as vital water resources for people living in the region and their disappearance could spell trouble.

Glaciers high in the Himalayas are dwindling faster than anyone thought, putting nearly a billion people living in South Asia in peril of losing their water supply.

Throughout India, China, and Nepal, some 15,000 glaciers speckle the Tibetan Plateau, some of the highest land in the world. There, perched in thin, frigid air up to 7,200 meters (23,622 feet) above sea level, the ice might seem secluded from the effects of global warming.

But just the opposite is proving true, according to new research published last week in the journal Geophysical Research Letters.

Lonnie Thompson of Ohio State University and a team of researchers traveled to central Himalayas in 2006 to study the Naimona'nyi glacier, expecting to find some melting.
Mountain glaciers have been receding all over the world since the 1990's and there was no reason this one, which provides water to the mighty Ganges, Indus, and
Brahmaputra Rivers, should be any different.

But when the team analyzed samples of glacier, what they found stunned them. Glaciers around the planet are usually dated by looking for two pulses of radioactivity buried in the ice. These are the leftovers from American and Russian atomic bomb testing in the 1950's and 1960's.

In the Naimona'nyi samples, there was no sign of the tests.
In fact, the glacier had melted so much that the exposed surface of the glacier dated to 1944.

"We were very surprised not to find the 1962-1963 horizon, and even more surprised not to find the 1951-1952 signal," Thompson said. In more than twenty years of sampling glaciers all over the world, this was the first time both markers were missing.

He suspects the reason for this is that high-altitude glaciers, despite residing in colder temperatures, are more sensitive to climate change.
As more heat is trapped in the atmosphere, he said, it holds more water vapor. And when the water vapor rises to high altitudes it condenses, releasing the heat into the upper atmosphere, where high mountain landscapes feel the brunt of warming.

"At the highest elevations, we're seeing something like an average of 0.3 degrees Centigrade warming per decade," Thompson said.
"The Intergovernmental Panel on Climate Change (IPCC) projects 3 degrees of warming by 2100. But that's at the surface; up at the elevations where these glaciers are there could be almost twice as much, almost 6 degrees.
"

"I have not seen much as compelling as this to demonstrate how some glaciers are just being decapitated," Shawn Marshall of the University of Calgary said.

Marshall, who studies glaciers in North America, said it's striking how much worse glaciers near the equator are than those in the Canadian Rocky and Cascade mountain ranges.

The finding has ominous implications for the hundreds of millions of people who depend on the waters of the Naimona'nyi and other glaciers for their livelihoods. Across the region, no one know just how much water the Himalayas have left, but Thompson said it's dwindling fast.

"You can think of glaciers kind of like water towers, " he said.
"They collect water from the monsoon in the wet season, and release it in the dry season. But how effective they are depends on how much water is in the towers.
"

LOUISVILLE, Ky. -- There will be no Who-ville in Louisville this Christmas.

The city of Louisville is scrapping plans to use the iconic Dr. Seuss village and characters as part of its annual Christmas display after receiving a cease and desist letter from Dr. Seuss Enterprises.

"It appears these lawyers' hearts are two sizes too small," Louisville Mayor Jerry Abramson said.

Barbara J. Orr, the San Diego, Calif., attorney who sent the letter, did not immediately return a Monday afternoon phone call seeking comment.

The city had planned to use "How the Grinch Stole Christmas" as part of its theme for the annual Light Up Louisville holiday celebration. The display called for an area called "LouWhoVille," complete with costumed characters from the Dr. Seuss classic such as Cindy Lou Who and the Grinch.

But the cease-and-desist letter from the law firm DLA Piper, which represents Dr. Seuss Enterprises, said the "Who-ville" name and image, as well as the Grinch, are copyrighted and cannot be used without permission.

The letter demanded the city and the Louisville Convention and Visitors' Bureau halt any use of the characters for the Christmas display and agree not to use the characters in the future without permission. It threatened legal action if the city and tourism bureau did not comply.

Kerri Richardson, a spokeswoman for Abramson, said the city complied with the request and renamed the display "Lou-ville."

STUART, Fla. - A student at a Florida school has been arrested after authorities said he was "passing gas" and turning off his classmates' computers.

According to a report released Friday by the Martin County Sheriff's Office, the 13-year-old boy "continually disrupted his classroom environment" by intentionally breaking wind. He then shut off some computers other students were using.

The Spectrum Junior-Senior High School student was arrested Nov. 4.

A school resource officer placed the boy under arrest after he confessed about his behavior, according to the report. He was charged with disruption of school function and released to his mother.

being exposed to computers...they prefer visuals (like vids) to books....not all kids..we still have a bunch of extreme book reading kids..but the bulk of kids prefer visuals...

DAYTON, Ohio -- Authorities said a police dog bit and helped apprehend a Dayton man wanted on dogfighting charges. Dayton police Lt. Patrick Welsh said a 31-year-old man fled on foot Sunday as officers were responding to a call.

Welsh said the dog grabbed the man on the wrist so officers could arrest him.

The suspect was treated for bites to his hand and taken to jail on previously filed charges of dogfighting.

It is well known that George W. Bush likes to fart. He likes fart humor. He is known for frat-boy behavior like farting unexpectedly as a means of shocking people (as, e.g., White House interns).

As reported on NBC, John Brennan has taken himself out of any consideration for a position in Pres-Elect Obama's cabinet.

John Brennan, President-elect Barack Obama's top adviser on intelligence, has taken his name out of the running for any intelligence position in the new administration.

In a letter Tuesday, Brennan wrote letter to Obama that he did not want to be a distraction. His potential appointment has raised a firestorm in liberal blogs who associate him with the Bush administration's interrogation, detention and rendition policies.

"The fact that I was not involved in the decision making process for any of these controversial policies and actions has been ignored," he wrote, in a letter obtained by The Associated Press.

This is obviously great news, I would say that the criticism from the left played an instrumental role in preventing Brennan from having any position in an Obama administration. Brennan's position on torture is somewhat, well, tortured. He has come under quite a bit of scrutiny of course, given some of his statements on torture. His position on the issue isn't really clear (except the fact that he hasn't really taken a position), but the fact that he leaves himself open for question on the issue was of course a major problem. Unequivocal opposition of torture should be a prerequisite for any intelligence director, or any position in Intelligence or Justice for that matter.

Given their cavalier disregard for the freedom of conscience, it’s little surprise that the gay lobby is equally disdainful of democracy: They began pursuing legal challenges to Proposition 8 practically before they were done tallying the votes. Lamentably, the state attorney general defending the will of the people will be former Jerry Brown, the liberal former governor who was an open opponent of the measure and tried to sabotage it. The legal challenges will be heard by the same state Supreme Court that overturned California’s previous law forbidding gay marriage back in May. There’s a real possibility the will of the people will be spurned a second time, democracy be damned. They’ve already burned the Book of Mormon. The First Amendment is next.

You could point to regrettable incidents that some in the gay lobby may have taken part in, burning the book of mormon seems particularly inflammatory, if you pardon the pun, but the notion that the first amendment is at stake is pretty rich. The logic, according to our repressed wingnuts, is that the first amendment struggle goes something like this:

Wingnut- “Homosexuals are filthy sodomites who should not have access to marriage.”

Evil gay person- “Nonsense. I demand the same rights as you and will fight for them.”

Wingnut- “Why won’t you respect my right to free speech?”

And there you have the wingnut understanding of the Constitution.

Not to mention, We are a constitutional republic, "in which majority rule is tempered by minority rights protected by law."
