GREEN BAY, Wis. (AP) - Democratic presidential nominee Barack Obama moved to claim the mantle of fiscal responsibility in a roiling economy, vowing on Monday to slash federal spending on contractors by 10 percent and saving $40 billion.

Urging members of his own party to be just as fiscally tough as the most conservative Republicans, Obama said the $700 billion economic bailout plan proposed by the Bush administration and congressional leaders is forcing a renewed look at federal spending.

As president, Obama said he would create a White House team headed by a chief performance officer to monitor the efficiency of government spending.

When someone lies, they tend to go a touch overboard by using odd language. None of the Not-War-Dogs refer to War Dog as War Dog. He is always referred to as a displaced "this" War Dog or "that" War Dog or "the War Dog fellow."

The National Association of Police Organizations endorsed Barack Obama today. On a conference call with reporters, NAPO president Tom Nee pledged the support of more than 287,000 police officers and 2,000 police organizations from around the country.

Joining Nee on the call was vice presidential nominee Joe Biden, who guaranteed Nee that an Obama administration would seek NAPO's input on any crime bills and promised to increase federal support. "We are going to re-establish the Crime Bill," Biden said. "We are going to put another 50,000 cops on the street. We are going to provide the kind of technological help you guys need."

NAPO endorsed the FISA bill that passed through Congress in July. Obama also supported the bill after opposing an earlier version of it. The move upset many of Obama's progressive supporters, though likely helped win the support of groups like NAPO.

Pakistani troops and tribesmen opened fire on two U.S. helicopters that crossed into the country from neighboring Afghanistan, intelligence officials said Monday. The U.S. denied the report.

The helicopters did not return fire and re-entered Afghan airspace without landing, the officials said, speaking on condition of anonymity because they were not authorized to speak to media.

"There was no such incursion, there was no such event," said Col. Gary L. Keck, Defense Department spokesman.

The reported incursion late Sunday will likely add to tensions between Islamabad and Washington.

A spate of suspected U.S. missile strikes into Pakistan's border region and a raid by U.S. commandos said to have killed 15 people have angered and embarrassed Pakistani leaders while signaling Washington's impatience with Pakistani efforts to clear out militant havens.

During a recent speech to Parliament, newly elected President Asif Ali Zardari, who is considered U.S.-friendly, warned that no country would be allowed to violate Pakistan's sovereignty in the name of the war on terror.

Zardari is on his way to New York to attend the U.N. General Assembly, and he is expected to meet President Bush.

The two intelligence officials said informants in the field told them the incursion was about a mile inside the disputed and poorly demarcated border in the Alwara Mandi area in North Waziristan, a tribal region the U.S. considers a sanctuary for Taliban and al-Qaida fighters.

A week ago, U.S. helicopters reportedly landed near Angoor Ada, a border village in nearby South Waziristan, but returned toward Afghanistan after troops fired warning shots.

A Pakistani military spokesman said last week that troops had orders to open fire in case of another cross-border raid by foreign troops.

This scam goes beyond Marx's fear that government in a business society was just a "managing committee" for the business classes. Tom Delay, from 2002 the Republican Party majority leader in the House, was too lazy even to be the managing committee! The K-Street crowd just let the business classes run the legislature directly, themselves, having the regulatory laws written to suit them.

So Abramoff, Delay, the K-Street crowd are busted. Once upon a time such a thing would have been a huge political scandal and would have haunted the party that produced it. But because US Big Media is mostly Republican-owned, it just quietly subsided as a story....

Cable and satellite television "news" tells us nothing of elections in India or constitutional crisis in Thailand, and barely mentions a major workers strike at Boeing. Dozens of car bombs go off in Iraq and we are told it is "calm" now. It is a vast electromagnetic form of bread and circuses, wherein hapless celebrities and philandering politicians are fed to the lions before millions of cheering plebes, by corporate moguls desperately hoping that the marks will not notice the legion of pickpockets in the arena, relieving them of their purses....

And in the wake of the greatest and most sustained act of systematic plunder since the Mongol hordes appropriated to themselves the riches of everyplace in Asia from Beijing to Isfahan, the reaction of the supine and slave-like American voting public is to scratch their heads and have a hard time deciding if they would like more of the same....

A key Democrat negotiating a $700 billion financial bailout says the Bush administration has agreed to include mortgage aid and strong congressional oversight in the plan.

Rep. Barney Frank, the Financial Services Committee chairman, says a great deal of progress has been made in talks between lawmakers and President Bush's team on the rescue.

A government official with knowledge of the talks also said the administration has agreed to create a plan to help prevent foreclosures on mortgages it acquires as part of the bailout.

United Nations, Sept 22: The United States has agreed to join Singapore, New Zealand, Chile and Brunei in a free trade agreement which could set the pace for a broader Asia-Pacific free trade area, officials said.

US Trade Representative Susan Schwab is expected to announce Washington's decision to participate in the "Comprehensive Trans-Pacific Strategic Economic Partnership Agreement" at a meeting today with ministers from the four countries on the sidelines of the UN General Assembly, the officials said.

"I can confirm that the US will join," a US administration official told media.

The agreement, the first trade pact involving a group of Pacific Rim countries, was signed between Singapore, Chile and New Zealand in 2005 before Brunei joined it a year later.

It was commonly known as the "P4" group with a broad objective to tear down trade barriers among participants within a decade, officials said.

The US decision to join the agreement will give impetus to a long term initiative within the 21-member Asia-Pacific Economic Cooperation (APEC) to forge a Free Trade Agreement of the Asia Pacific, officials said.

Several years ago, state attorneys general and others involved in consumer protection began to notice a marked increase in a range of predatory lending practices by mortgage lenders. Some were misrepresenting the terms of loans, making loans without regard to consumers' ability to repay, making loans with deceptive "teaser" rates that later ballooned astronomically, packing loans with undisclosed charges and fees, or even paying illegal kickbacks. These and other practices, we noticed, were having a devastating effect on home buyers. In addition, the widespread nature of these practices, if left unchecked, threatened our financial markets.

Predatory lending was widely understood to present a looming national crisis. This threat was so clear that as New York attorney general, I joined with colleagues in the other 49 states in attempting to fill the void left by the federal government. Individually, and together, state attorneys general of both parties brought litigation or entered into settlements with many subprime lenders that were engaged in predatory lending practices. Several state legislatures, including New York's, enacted laws aimed at curbing such practices.

Not only did the Bush administration do nothing to protect consumers, it embarked on an aggressive and unprecedented campaign to prevent states from protecting their residents from the very problems to which the federal government was turning a blind eye.

In 2003, during the height of the predatory lending crisis, the OCC invoked a clause from the 1863 National Bank Act to issue formal opinions preempting all state predatory lending laws, thereby rendering them inoperative. The OCC also promulgated new rules that prevented states from enforcing any of their own consumer protection laws against national banks. The federal government's actions were so egregious and so unprecedented that all 50 state attorneys general, and all 50 state banking superintendents, actively fought the new rules.

Please read the whole editorial. Then remember that the Mukasey Injustice Department publicly set Spitzer up on a Mann Act charge. This is a draconian law that is used in political cases. Like Jack Johnson, who was guilty of the crime of being a successful boxer while Black. Most clients of prostitutes receive a misdemeanor citation from local authorities. It's been a confusing few days as conservative Republicans who support big business, tout the free market and decry big government intervention have watched a GOP administration propose a massive government intervention to prevent business collapses that could shatter the market.

A $700 billion bailout package is causing plenty of consternation for the minority party on Capitol Hill, which seems to be facing competing pressures from its political and ideological interests. Roll Call lays out Republicans' woes in a subscription-only report Monday.

Last week’s deepening financial crisis and the string of bailouts engineered by Treasury Secretary Henry Paulson and Federal Reserve Chairman Ben Bernanke left Republicans bewildered, whipsawed and divided over how to respond.
The paper's Steven T. Dennis outlines some of the rhetorical somersaults and near-instantaneous flip-flops that have marked prominent Republicans' attempts to address the crisis.

For example, House Minority Leader John Boehner (R-OH) went from rallying against "more federal involvement in our markets" to supporting an $85 billion bailout of insurer AIG within just a few hours, Dennis reports. By week's end he was backing the administration's wider bailout plan.
Boehner’s turnaround matched that of GOP presidential nominee Sen. John McCain (Ariz.), who said “the fundamentals of the economy are strong” on Monday and then spent the rest of the week scrambling to get ahead of the unfolding crisis, even saying he would like to fire fellow Republican and former Rep. Chris Cox (Calif.) as head of the Securities and Exchange Commission.
While the party's leaders were scrambling to find common ground on an approach to the crisis, some rank-and-file Republicans were less unified.

Some members of the Republican Study Committee, which represents conservative stalwarts, were decrying the bailout plan as a step closer to "socialism," according to Roll Call.

For their part, the Democrats did not exactly have an easy path toward a bailout bill, either, with many liberal members decrying packages they saw as geared more toward helping Wall Street CEOs than average Americans.

its interesting that even with short selling banned for financial stocks that they pretty much lost ground across the board. all the ban has done is to prevent large hedge funds from a) profiting on the decline and b) putting additional downward pressure on the market.

the columns i read suggest that the big surge friday was primarily short covering, which occurs when traders close out their short positions lest they get trapped in a rally, and not necessarily a return of confidence in the market. one aspect of shorting that doesn't get a lot of mention is that it has infinite upside risk.

An emerging meme on the right, one that's being championed by the likes of Neil Cavuto and others, is that the mortgage crisis happened not because of deregulation, but because brokers were pressured into making loans to "minorities and risky folks," as Cavuto tastefully put it.

But guess who actively sought to boost minority homeownership? John McCain's campaign manager, Rick Davis.

As The New York Times reported today, Davis was president for several years of the Homeownership Alliance, an industry advocacy organization formed mainly by Fannie Mae and Freddie Mac. The Alliance's core mission is to boost the number of mortgages granted.

But take a look at this picture from the alliance's annual report in 2004, unearthed by a reader, showing Davis at a Congressional reception praising minority homeownership (click to enlarge): at link

Friends, in the course of a few weeks, the Obama-Biden Democrats have launched attack after attack on me, my family and John McCain. They're desperate to win and they'll no doubt launch these attacks against other reformers on our ticket.
I didn't remember any attacks on Palin's family from Obama, Biden, or their top supporters. So I asked the McCain campaign what this was a reference to.

Here, according to a McCain campaign aide, are the attacks on Palin's family from "Obama-Biden Democrats" that the email refers to:

1) Obama finance committee member Howard Gutman questioning Palin's parenting and her willingness to take on the Veep candidate role when her family is so consuming -- a comment he subsequently apologized for.

2) Andrew Sullivan's demand that the McCain campaign release medical records putting to rest rumors about the birth of Trig Palin.

3) A user diary on DailyKos, which is of course the site of leading Obama supporter Markos Moulitsas, raising questions about that pregnancy.

Meanwhile, just today, on a McCain campaign conference call, McCain senior adviser Steve Schmidt laid into the alleged ties between Joe Biden's son and the credit card industry.

Rep. Scott Garrett (R-NJ), a member of the House Financial Services and Budget Committees, is strongly opposed to the administration's plans to bail out Wall Street an aide confirmed to TPMmuckraker.

"There aren't any amendments that I have heard of that would make him turn around and support it," said Erica Elliott, Garrett's press secretary.

As Congress struggles to understand the implications of the Treasury Department's $700 billion bail-out solution proposed last Friday, there is considerable uncertainly on Capitol Hill about the alternative measures that will be proposed and where individual lawmakers stand.

"It really is a big ongoing conversation with a lot of different members," Elliott added. "Trying to get everyone together who says 'We don't like the $700 billion bailout, what do we like in place of that.'"

This afternoon, the House Republican Study Committee, of which Garrett is a member, held an emergency meeting to discuss alternative plans to the administration's proposal.

Earlier this morning, Garrett also stepped into the fray currently overtaking Capitol Hill, circulating an email with three attached articles by economists with bailout alternatives.

Last week, Garrett and Rep. Marcy Kaptur (D-OH) came across the aisle to call for the formation of a bi-partisan Select Committee on Bailouts to investigate the actions taken by the Federal Reserve and Treasury Department with regard to bailouts.

At the same time, financial institutions are weighing in with what they want in the bill. On Sunday, the Financial Services Roundtable - a lobbying group representing the nation's banks - called on Congress to make the plan "broad enough to include different types of assets."

The Treasury has amended its original request to give it authority to buy up not just troubled mortgage assets, but troubled assets period.

This comes after the push to bail out foreign banks and bank lobbyists calling regulatory fixes a "deal breaker."

The credit cards companies are losing out big time right now. People don't have the money to pay the double digit interest rates they have if you pay late. Or if they can't pay now it's a double hit. The rates keep going up and your credit goes down the drain.

Bankruptcy laws should be brought to where they were before they changed them, at the least.

There should be some way to penalize these CEO's

and CFO's that destroyed their companies before they were asked to go or leave a company. The stock holders have to change those rules. Why should they suffer the lose when these people leave with no financial hardships. Also, the employees of that company should be able to have recourse.

I don't get it. In 1998, I attended a lecture by Gloria Steinem. I probably told this story before, but bare with me here. It was an audience of 5000. She started off her talk with the joke John McCain told about Chelsea Clinton. The response from the entire audience,was a loud simultaneous gasp. I was wondering why I had never heard it before.

This is why I could never support Hilary Clinton. Apparently, she and her husband made a deal with the devil, John McCain. What they got out of it, I don't know. But to throw their own daughter under the bus is revealing of their character. However, to continue embellishing McCain with compliments, is just plain vulgar.

I loaned myself enough money to payoff the note on my townhouse (which I current rent out)and the $2k remaining on my car. In all cases its a win win win.

I pay myself interest instead of the mortgage co in the exact same time frame, its at a lower interest, I'm trading it for hard assets I can use if I lose my job and it's plenty big enough for me and my daughter.... My flee to security has begun.

If nothing happens, then in 4yrs when the note is paid for, I'm about 6k ahead in cashflow that ultimately got diverted to my 401k.

Worst case, I may need a new tax shelter in two years.

At $1.48 per euro, the dollar was down 2.6 percent, its steepest decline against the euro since Jan., 2, 2001. The dollar index was also down 2.6 percent.

High on my priority list would be to get a brain MRI to look for metastatic melanoma. When melanoma metastasizes it commonly goes to the brain. Ex-Official: $9 Billion in

Ex-Official: $9 Billion in Iraq Reconstruction Funds Lost to Fraud

A former top Iraqi official told U.S. senators today that roughly $9 billion in American money meant for reconstruction projects was involved in waste, fraud and abuse.

Salom Adhoob, a former chief investigator at Iraq's Commission on Public Integrity -- which is considered the equivalent of the FBI in the United States -- said at a hearing of the Democratic Policy Committee today that he and his agency had done investigations showing the money was misused in fraud and abuse. In one case, he said the Iraqi Ministry of Defense helped create front companies to funnel the money.

Adhoob said that at the Iraqi Ministry of Defense, some Iraqi officials got kickbacks in contracts to buy such things as bulletproof vests and Humvees. Some of the deals, he said, involved U.S. contractors, and the equipment often didn't arrive or was damaged.

In other instances, U.S. reconstruction projects "never existed" or were poorly built or incomplete. He said in one case $24.4 million was spent on an electricity project that "existed only on paper."

Adhoob also said that Iraqi Prime Minister Nuri al-Maliki blocked corruption investigations into kickbacks that benefited Iraqi officials and that U.S. officials in Iraq "turned a blind eye" when told of the problems with U.S. funds.

By a two-to-one ratio, Americans blame Republicans over Democrats for the financial crisis that has swept across the country the past few weeks, a new national poll suggests.

That may be a contributing factor to an apparent increase for Sen. Barack Obama over Sen. John McCain in the race for the White House.

In a CNN/Opinion Research Corporation survey out Monday afternoon, 47 percent of registered voters questioned say Republicans are more responsible for the problems currently facing financial institutions and the stock market, with 24 percent saying Democrats are more responsible.

One in five of those polled blame both parties equally, and 8 percent say neither party is to blame.

The poll also indicates that more Americans think Obama, the Democratic presidential nominee, would do a better job handling an economic crisis than McCain, the Republican presidential nominee.

UMW plans stoppage over NRA filming

Union leaders say a National Rifle Association film crew tried to coerce West Virginia miners into bad-mouthing presidential hopeful Barack Obama on camera, and that the union plans a brief work stoppage in protest.

The United Mine Workers will call for the stoppage at Consol's Blacksville No. 2 mine next week, union President Cecil Roberts said Monday at a news conference with representatives of Obama's West Virginia campaign in Charleston.

Roberts said the union, which has endorsed Democrat Obama for president, is unhappy that Consol allowed the camera crew to ask miners leading questions about the candidate such as: "What do you think about losing your Second Amendment rights?"
