WASHINGTON (AFP) — Former US secretaries of state on Monday urged the next US president to work closely with key allies, engage with Iran, and avoid ruptures with awkward partners Russia and China.

Colin Powell, Madeleine Albright, Warren Christopher, James Baker and Henry Kissinger gave advice at a panel here that often appeared closer to the views of Democratic candidate Barack Obama than than to those Republican John McCain.

And although they did not actually endorse Obama, Republicans Powell and Baker joined Albright, a Democrat, in saying that Obama's election as the first US black president would send a powerful message to the rest of the world.

On Iran and Syria, both Republican and Democratic former secretaries backed engagement when they spoke at a panel at George Washington University. McCain slammed Obama earlier in the campaign for taking a similar stand.

"I believe we need to engage with Iran," said Albright who served under President Bill Clinton during his second term.

Powell agreed with Albright.

"Let's get together and talk about nuclear weapons... Start a dialogue at a low level and let it grow over time," said Powell, who served President George W. Bush in his first term.

While serving for President George H.W. Bush in the 1990s, Baker recalled that the elder Bush's administration offered to meet with Iran at the highest diplomatic level, but Iran refused for its own political reasons.

Baker also said the United States might have to contain Iran just as it did with the Soviet Union for decades.

The next American president, he said, should be prepared to warn Tehran that Washington will aim its "strategic deterrant" at Iran if it points a nuclear missile at Israeli or US targets.

Kissinger, who served under both Richard Nixon and Gerald Ford, said: "I'm in favor of negotiating with Iran."

BEIJING (AFP) — China said Tuesday that UN-imposed sanctions would not resolve the stalemate over Iran's nuclear programme, after the United States raised the prospect of new tough action.

"I don't think sanctions are the way out. The ultimate solution of the Iranian nuclear issue is through negotiations and dialogue," foreign ministry spokeswoman Jiang Yu told reporters.

The United States warned Tehran on Monday that it faced possible new UN sanctions over its suspected nuclear programme.

"We urge Iran to suspend its uranium enrichment and reprocessing activities or face further implementation of the existing United Nations Security Council sanctions and the possibility of new sanctions," White House spokesman Gordon Johndroe said.

The warning followed a new report by the International Atomic Energy Agency (IAEA), the UN's atomic watchdog, that said Iran had not frozen uranium enrichment activities as instructed by the UN.

Such activities can be a key step towards making nuclear weapons.

The IAEA noted Iran had in fact installed additional uranium-enriching centrifuges, and was testing more advanced centrifuges as well.

TEHRAN (AFP) — Iran has the power to control the Gulf as no vessel can cross the vital seaway without coming in range of its sophisticated weaponry, a top aide to supreme leader Ayatollah Ali Khamenei said on Tuesday.

The sabre-rattling comments from General Rahim Yahya Safavi came a day after the International Atomic Energy Agency accused Iran of stalling its investigation into the country's nuclear drive.

"Responsibility for defending the Persian Gulf has been handed over to the naval forces of the Islamic Revolution Guards Corps," Safavi was quoted as saying by the official news agency IRNA.

Their missiles can cover the entire width of the Gulf and "no ship can cross it without being within range," the former commander-in-chief of the Guards told IRNA.

"Our armed forces with their defence equipment including missile, air, naval and torpedo capabilities are able to control the Strait of Hormuz."

John Bolton, the former American ambassador to the United Nations, has predicted that Israel could attack Iran after the November presidential election but before George W Bush's successor is sworn in.

The Arab world would be "pleased" by Israeli strikes against Iranian nuclear facilities, he said in an interview with The Daily Telegraph.

"It [the reaction] will be positive privately. I think there'll be public denunciations but no action," he said.

Mr Bolton, an unflinching hawk who proposes military action to stop Iran developing nuclear weapons, bemoaned what he sees as a lack of will by the Bush administration to itself contemplate military strikes.

"It's clear that the administration has essentially given up that possibility," he said. "I don't think it's serious any more. If you had asked me a year ago I would have said I thought it was a real possibility. I just don't think it's in the cards."

Israel, however, still had a determination to prevent a nuclear Iran, he argued. The "optimal window" for strikes would be between the November 4 election and the inauguration on January 20, 2009.

"The Israelis have one eye on the calendar because of the pace at which the Iranians are proceeding both to develop their nuclear weapons capability and to do things like increase their defences by buying new Russian anti-aircraft systems and further harden the nuclear installations .

"They're also obviously looking at the American election calendar. My judgement is they would not want to do anything before our election because there's no telling what impact it could have on the election."

The Pentagon has approved the sale of 1,000 bunker-busting smart bombs to Israel, a deal worth $77 million.

According to Haaretz.com, the bombs could be used to penetrate heavily fortified targets, such as suspected nuclear sites located in underground bunkers.

The Defense Security Cooperation Agency (DSCA), the Pentagon department responsible for evaluating foreign military sales, notified Congress over the weekend about the pending sale. Congress now has 30 days to voice its objections.

If the sale goes through, Israel will get other weapons as well. A DSCA news release states that "Israel has requested a possible sale of 1,000 GBU-39 Small Diameter Bombs (SDB1), 150 BRU-61/A SDB1 Mounting Carriages, 30 Guided Test Vehicles, 2 BRU-61/A SDB Instrumented Carriages, 7 Jettison Test Vehicles, 1 Separation Test Vehicle, 2 Reliability and Assessment Vehicles, 12 Common Munitions BIT and Reprogramming Equipment with Test Equipment and Adapters, 3 SDB1 Weapons Simulators, and 2 Load Crew Trainers. Also includes containers, flight test integration, spare and repair parts, support equipment, personnel training and equipment, publications and technical data, U.S. Government and contractor engineering and logistics personnel services, and other related elements of logistics support. The estimated cost is $77 million

Iran Stages War Games to Test Air Defenses

TEHRAN (FNA)- Iran staged air defense exercises on Monday and said anyone attacking the Islamic Republic would regret it.

Dozens of aircraft took part in the maneuvers, in which an imaginary enemy would attack Iran's air defenses. The air force drill was staged in half of Iran's 30 provinces.

Iran has said neither the United States nor the Israeli forces are in a position to strike but has vowed to strike back at Israel and US interests and shipping if attacked.

Military analysts say Iran's real ability to respond could be with more asymmetric tactics than a missile salvo.

The Islamic Republic of Iran Air Force (IRIAF) Commander Brigadier General Ahmad Miqani said the exercise was staged to increase military readiness.

Iran is estimated to have over 300 combat aircraft, including Russian-made MiG 29 aircraft.

Miqani informed reporters at a press conference that all of the Iranian Air Force's antiaircraft units were taking part in the drill, and that the dozens of planes and jets taking part in the drill are "breaking in new equipment, trying out new strategies and doing what needs to be done to increase readiness".

"If Iran is attacked, it will deliver a crushing blow to the enemy…we will surprise the enemy and make them regret they attacked," Miqani said.

Continuing his year long effort to reach out to Indies, Barack scheduled a visit to a remote location of Colorado and we, in turn, received a response that campaigns dream about.

Barack finished the day with another full-house rally, drawing 14,000 in Pueblo.

The Democratic presidential nominee has never tried to hide the fact he delivers speeches off the device, though normally he doesn't use one at standard campaign rallies and town hall events.

But the Illinois senator used a teleprompter at both his Colorado events Monday — making for a particularly peculiar scene in Pueblo, where the prompter was set up in the middle of what is normally a rodeo ring.

O'REILLY: That's the question though, senator. Anybody can say option. Would you prepare for it?

OBAMA: Look, it is not appropriate for somebody who is one of two people who can be the president of the United States to start tipping their hand in terms of what their plans might be with respect to Iran. It's sufficient to say I would not take the military option off the table and that I will never hesitate to use our military force in order to protect the homeland and United States' interests.

Seems like the McCain campaign's claim that McCain invented the Blackberry isn't really going over that well. You can practically hear the snickering in the articles. Here's AP, which, for the most part, has been hyper-supportive of McCain:

At least that's the contention of a top McCain policy adviser, Douglas Holtz-Eakin. Waving his BlackBerry personal digital assistant and citing McCain's work as a senator, he told reporters Tuesday, "You're looking at the miracle that John McCain helped create."

McCain has acknowledged that he doesn't know how to use a computer and can't send e-mail, one of the BlackBerry's prime functions.

McCain's top aide held the device in his hands and told reporters that the Blackberry is the McCain miracle. Part of the miracle is that McCain doesn't really know what the Blackberry is or does. But, he created it anyway.

An Israeli special operations hero, Rafi Eitan, currently Minister of Pensioner Affairs but nonethelsss a member of Israeli’s inner cabinet of ministers with security responsibilities, suggested to German magazine Der Spiegel that Israel could capture Iranian President Mahmoud Ahmadinejad over threats he has made against Israel.

Eitan is no stranger to such operations. In a daring 1960 mission, Eitan and his team went to Argentina to kidnap Adolf Eichmann—the lynchpin of the “Final Solution”—and take him to Israel where he was tried and found guilty of atrocious crimes against the Jewish people during WWII. Eitan said he was expressing his personal opinion in raising the abduction option.

BBC reports Eitan as arguing that the Iranian leader had threatened genocide and should therefore be brought for trial to The Hague, the seat of the international war crimes tribunal.

"And all options are open in terms of how he should be brought," he was quoted as saying on Tuesday by the Associated Press news agency. When asked if kidnapping was acceptable, Eitan replied: "Yes. Any way to bring him for trial in The Hague is a possibility." Eitan refused to backtrack on his statements, saying they were not the result of a slip of the tongue.

"Kidnapping enemy leaders is a legitimate method used by states to combat threats to their existence," Eitan said. "A man like Ahmadinejad who threats the existence of the state of Israel and is preparing for it, is worthy of being brought before the international court in The Hague, even if it is by means of abduction. Abductions still occur. It is a fact that the Americans do it all the time when they kidnap Al-Qaida operatives in Iraq quietly and without any fanfare and bring them to trial."

1st: What makes you think a war with Iran is inevitable? They have not made any act of war against us to date and I have no doubt they won't in the future, with or without a nuclear weapon. We have way more than they could hope to have anytime soon. We're not at war with India or Israel and they both have nuclear weapons-and are NOT signatories of the nuclear nonproliferation treaty, btw.
2nd: Another middle east conflict, or conflagration would be more like it, would have disastrous effects for the majority of the world's population. ONly a very small minority would stand to benefit-and neither you or I are part of that minority.
3rd: your posts of the panel of former secretaries of state, the foreign policy wealth of our country in a way, led me to believe that you were seeing the light on IRan-they ALL agree that conflict is not the way-negotiation is. Try to figure out what IRan wants and meet on some common ground. That is the way adults converse and avoid fisticuffs. Why do you want to act like a child and have a war? Wise up. The minority who think they will benefit from a conflict with Iran, ie. those who will economically gain by forcing Iran to play nice or taking control of her resources and geopolitical position, (think oil, gas, Persian gulf) are playing you like a kazoo. I could go on....

Blasts disrupt Mexico celebrations

At least three people have been killed in Mexico after a series of explosions ripped through a crowd of revellers celebrating the country's independence day.

Fifty people were also wounded in the blasts, the government confirmed on Tuesday, a day after the explosions disrupted celebrations in the western city of Morelia.

Mexico's El Universal daily newspaper reported that the explosions could have been caused by grenades.

"There are three dead and 50 injured, nine of them very seriously," said Leonel Godoy, the Michoacan state governor who was leading the street celebrations when the blast went off.

Morelia is the capital of Michoacan, a state increasingly hit by drug-gang violence in recent years.

"Several municipal clerks across the state are reporting fraudulent and duplicate voter registration applications, most of them from a nationwide community activist group working to help low- and moderate-income families.

The majority of the problem applications are coming from the group ACORN, Association of Community Organizations for Reform Now, which has a large voter registration program among its many social service programs. ACORN's Michigan branch, based in Detroit, has enrolled 200,000 voters statewide in recent months, mostly with the use of paid, part-time employees.

"There appears to be a sizeable number of duplicate and fraudulent applications," said Kelly Chesney, spokeswoman for the Michigan Secretary of State's Office. "And it appears to be widespread."

Chesney said her office has had discussions with ACORN officials after local clerks reported the questionable applications to the state. Chesney said some of the applications are duplicates and some appear to be names that have been made up. The Secretary of State's Office has turned over several of the applications to the U.S. Attorney's Office.

The U.S. Attorney's Office on Friday declined to confirm whether an investigation was taking place.

In recent years, ACORN's voter registration programs have come under investigation in Ohio, Colorado, Missouri and Washington, with some employees convicted of voter fraud.

ACORN officials said they were looking into the problem.

The interview will air in two parts, Wednesday and Thursday, on Hannity & Colmes from 9 p.m.-10 p.m.

A lot of police in Diyala are Shiite because the Islamic Supreme Council of Iraq led by Abdul Aziz al-Hakim won the provincial elections there in January, 2005.
