More Realistic G8 Resolutions
For the first time yesterday, the United States joined the other major industrialized countries involved in the Group of Eight Summit in committing to try to halve greenhouse-gas emissions by 2050. Here are some of the other goals that the G-8 leaders are set to announce this week:
1) Double the number of the earth's continents by 3000.
2) Quadruple the height of the average European toddler by 2027.
3) Halve your fat and triple your muscle mass without exercise or diet in 8 weeks!!!
4) Quintuple the brightness of all the pretty shooting stars by 2385.
5) Quarter them pesky chipmunks that been eatin up my blueberry bush.
6) Sextuple the surface area of Caribbean beaches and coral reefs in time for my vacay, Summer 2K8.
7) Multiply by one million the world's supply of crude oil by, like, yesterday.
8) Get a whole bunch a dinosaurs back up in this piece by 2102.
9) Double whatever Hu Jintao's dessert is over there and get him to share it ASAP.
10) Balance the US budget by 2013.

President George Bush signed off with a defiant farewell over his refusal to accept global climate change targets at his last G8 summit.
As he prepared to fly out from Japan, he told his fellow leaders: "Goodbye from the world's biggest polluter."
President Bush made the private joke in the summit's closing session, senior sources said yesterday. His remarks were taken as a two-fingered salute from the President from Texas who is wedded to the oil industry. He had given some ground at the summit by saying he would "seriously consider" a 50 per cent cut in carbon emissions by 2050.
But green groups had protested that the meeting was a missed opportunity to secure the radical reductions in carbon emissions that were needed to reduce global warming. China and India, who were among the emerging economies invited to the summit, refused to sign up to binding agreements without firmer commitments from the US and the other industrialised nations to cut their CO2 emissions.
Palestinian villagers try to sue Canadian builders
The case, brought to the Quebec superior court in Montreal, alleges that the two Canadian firms are breaching international law by building and selling homes in part of the settlement of Modi'in Illit on land originally belonging to the Palestinian village of Bil'in.
"In so doing, the defendants are aiding, abetting, assisting and conspiring with the state of Israel in carrying out an illegal purpose," according to the writ of claim filed to the court. It said their conduct amounted to a "fundamental violation of the human rights of the villagers" and "denies them freedom of movement".
The village accuses the firms of breaching international law, including the fourth Geneva convention, as well as Canada's Crimes Against Humanity and War Crimes Act. All settlements in the occupied territories are illegal under international law, although Israel has for years defended its right to build there.

Till now, DOJ guidelines have required the FBI to have some evidence of wrongdoing before it opens an investigation. The impending new rules, which would be implemented later this summer, allow bureau agents to establish a terrorist profile or pattern of behavior and attributes and, on the basis of that profile, start investigating an individual or group. Agents would be permitted to ask “open-ended questions” concerning the activities of Muslim Americans and Arab-Americans. A person’s travel and occupation, as well as race or ethnicity, could be grounds for opening a national security investigation.

House Judiciary Committee Chairman John Conyers, Jr. (D-MI), Constitution, Civil Rights, and Civil Liberties Subcommittee Chairman Jerrold Nadler (D-NY), and Foreign Affairs Chairman of the International Organizations, Human Rights and Oversight Subcommittee, Bill Delahunt (D-MA), today called on Attorney General Michael Mukasey to appoint a special counsel to investigate the rendition of a Canadian citizen, Maher Arar, to Syria.
Returning home to Canada in September 2002, Mr. Arar was detained at JFK airport in New York based on false intelligence suggesting ties to terrorist activity. Despite finding that he would likely be subject to torture, Mr. Arar was then removed to Syria at the direction of the Commissioner of the INS and the Office of the Deputy Attorney General. Mr. Arar was subsequently imprisoned for nearly a year and tortured.
In June, the former Department of Homeland Security Inspector General Clark Ervin testified before a joint Judiciary and Foreign Affairs subcommittee hearing that he believed that U.S. officials intended to render Mr. Arar to Syria, rather than allowing him to continue on to Canada, because of the likelihood that he would be tortured in Syria.
Upon Mr. Arar's return to Canada in 2003, the Canadian government conducted an exhaustive investigation concluding that no evidence linked Mr. Arar to terrorist groups or suggested a security threat and awarded him nearly $10 million in damages. The DHS Office of the Inspector General conducted its own four-year investigation into the matter, yet its investigators lacked subpoena authority and were frequently stymied by numerous privilege claims.
"Mr. Arar's rendition to Syria, with the knowledge he would be subject to torture, demands a thorough investigation into the conduct of the Department of Justice and U.S. immigration officials," said Conyers. "Given the involvement of high-ranking administration officials in this matter, and the stonewalling encountered in the DHS Inspector General's investigation, the appointment of a special counsel is clearly necessary."

Report: Bush Officials Not Happy About Possible Obama Speech At Brandenburg Gate

There's been an interesting twist in the ongoing behind-the-scenes discussions over whether Barack Obama will deliver a speech on July 24th at Berlin's historically-charged Brandenburg Gate.
A new report in the German press says that Bush administration officials are unhappy with the idea and privately said as much to representatives of Chancellor Angela Merkel.
The whole thing started when Der Spiegel reported the other day that Obama would be visiting Berlin on July 24th, stirring speculation that he wanted to speak before the Gate, a place that's associated with JFK and Ronald Reagan, symbolizes the end of the Cold War, and would give Obama's speech a great deal of historical resonance.
The Obama campaign has been tight-lipped about his plans, saying that he has "considered several sights for a possible speech." Meanwhile, Merkel has reacted with coolness to the idea.
Now Der Spiegel has added a new twist to the tale.

The respected Frankfurter Allgemeine Zeitung newspaper reported this week that a member of the Bush delegation approached Merkel's foreign policy advisor, Christoph Heusgen, at the G-8 summit in Japan to discuss misgivings about Obama's planned speech. The government is also acting out of respect for Republican presidential candidate John McCain, who has long enjoyed strong ties to Germany and good personal relationships with a number of high-level government officials in Berlin.
The report is unconfirmed, and the paper cited here doesn't have an English translation, but Der Spiegel describes it as "respected." If Bush officials are privately trying to nix a speech that would give Obama a major boost it's an interesting development and raises more questions, such as whether the administration is possibly letting efforts to help McCain intrude on back-channel diplomacy in other areas.

Republican election lawyer Donald McGahn was named chairman of a newly seated Federal Election Commission Thursday, taking the helm of the regulatory agency on his first day on the job.
The FEC convened for the first time in more than six months, a period of inactivity caused by a confirmation standoff in the Senate.
With four of six commissioners new to their jobs, the FEC faces a backlog of work that has accumulated during an election year marked by a hard-fought and financially record-breaking presidential campaign.
Among the top issues that the FEC must sort through are a Supreme Court decision invalidating a campaign finance law that governs congressional contests involving wealthy candidates who spend large sums of their own money. It also is behind schedule in writing rules addressing candidate air travel as well as new rules on lobbyist fundraisers.
McGahn, general counsel to the National Republican Congressional Committee since 1999, also represented former House Majority Leader Tom DeLay, R-Texas, on a number of campaign finance related matters. DeLay is awaiting trial in Texas on charges he and two associates violated state campaign finance laws.

This morning, Karl Rove refused to appear before the House Judiciary Committee to testify about the politicization of the Justice Department, despite a subpoena. During the hearing, Rep. Chris Cannon (R-UT) revealed that Rove had not only skipped out of the hearing, but had skipped out of the entire country. Watch it:
When ThinkProgress contacted Rove’s lawyer, his office confirmed that Rove was out of the country “on trip scheduled long before the subpoena was sent.” Rep. Linda Sanchez (D-CA) said Rove’s attorney “never mentioned” this trip to the committee. Rove’s bogus claims of executive privilege were rejected by the Committee as “not valid” by a 7-1 vote. The committee gave Rove five days to comply with the subpoena.

Sanchez indicated she was unlikely to hold a contempt vote until late this month.

A major reforestation effort in China that makes widespread use of the Paulownia tree has increased food production in the China Yellow River and Yangste flood plains 30%, reforested and halted erosion on some 3.15 million ha of land, and since 1984 has doubled the use of intercropping in the project area.
The project was initiated several years ago in response to the growing concern over an insufficient timber supply, and the need to protect agricultural land from erosion. Many of the forests have been harvested for timber, leaving large areas of soil exposed. The project mainly uses Paulownia and Poplar to achieve a "desired standard of greening," and has already met with measurable success. The goal of the project, or the "desired standard of greening" entails the following objectives:
Establish a tree cover of 10% in farming areas, 15% for areas suffering general erosion, and 20% for areas with severe erosion.
Protect at least 85% of a county using the "forestry net" system for microclimate modification. This system involves planting trees in square grids of 4 to 6 ha in size.
Planting 50-80% of non-arable land as plantation forest.
Planting 30% of village land.
Six experimental stations were established in 1979 to breed and select varieties of Paulownia appropriate for different climatic zones.
Forest cover on the plains has already increased from 2% to 10.7%, over some 3.15 million ha of farmland, or nearly half of the total area designated for the project.
A system called "four-sided" planting has been used in China since the 1950s. In this system trees are planted along the contours of roads, villages, ditches, and rivers. These serve as a general source of timber, fodder and fuelwood.
In China Paulownia is used most extensively in windbreaks. The beneficial microclimatic effects protect food crops from the drying winds that can destroy a crop. These windbreaks or "forestry nets" reduce wind speed at crop height by 30% and increase humidity by 7-12%.
P. elongata is commonly intercropped with wheat, rape, garlic, cotton, corn, bean, peanut, sweet potato, watermelon and vegetables. Most intercropping spacings are 5 x 20-50 m. Spacing of intercropped trees is important. When intercropped with Paulownia, wheat yields were the same as in an open field when the trees were planted 5 m apart with 10 m between rows. When the distance was increased to 20-40 m between rows, wheat yields increased 7-10%.
The project has improved the microclimate for crops and pasture, and provided an immediate economic benefit for local farmers in food production.
Within just 15 years the Chinese have made enormous progress in the implementation of this social forestry project. Benefits have been significant and quickly realized. There has been a remarkable increase in food production, timber supply, and livestock production, while land degradation has been halted over large areas.
Paulownia Profile
The Paulownia tree, indigenous to mainland China, has been highly valued there for more than 2000 years. Interest in the tree was recently renewed when a South American country requested Paulownia seeds from the Chinese. Paulownia was brought out of obscurity for good reason. Most species of Paulownia are extremely fast growing, and can be harvested in 15 years for valuable timber (valued at US $600-1,000 per cubic meter). This tree can be intercropped with food crops resulting in increased yields, used for windbreaks, shelterbelts, soil erosion abatements, reclamation, ornamental plantings, and honey.
A full-grown Paulownia can reach a height of 30 to 60 feet, and grow up to 8 feet in one year under ideal conditions. This tree is well-suited for agroforestry systems because of its deep tap root. It does not compete with shallow rooted crops. The roots condition the soil and retain moisture. The large leaves can be used as fodder. A 10-year-old tree can produce 30 kg of dry leaves annually, and 400 kg of young branches. The leaves also serve as a valuable soil amendment; they break down slowly, providing a slower release of minerals to the soil than small leaves.
Paulownia can adjust to many soil conditions, but is susceptible to water logging and prefers deep, well-drained soils. It proliferates readily on disturbed hillside soils. Sandy or heavy loam is favored, clay or stony soils are not. It can adapt to brown forest soils in temperate zones, yellow soils in subtropical zones, and a pH as low as 3-5. Annual precipitation range from 500-2,600 mm. A humid climate is preferred. A daily mean temperature of 24-30ЎC favors optimal growth.
This tree needs a lot of light. Careful spacing and management are necessary to optimize shade and other potential benefits. It is very similar to poplars in management. Paulownia is susceptible to insect attack, disease and an airborne fungus called witches broom. P. elongata is the fastest growing species.

Hedges is one of more than a dozen plaintiffs in a lawsuit against the US government brought by the American Civil Liberties Union that seeks to scuttle an update to the Foreign Intelligence Surveillance Act signed by President Bush Thursday. The ACLU says the FISA update allows the government to engage in massive, unconstitutional dragnet surveillance of Americans' phone calls and e-mails with anyone abroad.
During a conference call Thursday, Hedges recounted his work in foreign countries like the former Yugoslavia and El Salvador where his phone was bugged and government agents regularly followed him to prevent critics from speaking out. Now the same thing is beginning to happen here, he said.
"I have little doubt the passing of this FISA law essentially brings that type of surveillance system and the effectiveness of that system to the United States," he said.
According to the ACLU, the Democratic-controlled Congress has handed Bush a gift-wrapped grant of new domestic spying authority. The group says its lawsuit is perhaps the last chance to sustain Americans' confidence that a government snoop isn't listening in on every one of their international calls.
"This lawsuit is the ACLU at its best," said journalist and author Naomi Klein, another plaintiff in the suit. "It's defending the law even when the lawmakers won't"
The ACLU is representing journalists, human rights activists, lawyers and others whose jobs are likely to put them in contact with people overseas.
Klein and Hedges said the already-difficult task of gathering information from dissidents and whistle-blowers in the US and abroad would be made even more difficult with the draconian rules and lax oversight governing surveillance inherent in the FISA update.
Hedges, who now writes books and currently contributes to The Nation and other publications, recalled receiving a tip about an alleged confrontation between a US Navy warship and an Iranian military vessel in Iranian waters that nearly escalated into an act of war. Hedges said he was given the name of a US Navy source who supposedly had witnessed the event. When he reached out to the official, Hedges was asked to provide assurances that he wasn't being monitored, which he couldn't provide, he said, because of his frequent contact with sources overseas. The source immediately cut off communication, the reporter was never able to confirm the story.

Today the Senate administered the last rites for the Reliable Replacement Warhead. The Senate Appropriations Committee passed a spending bill rejecting all funding for the new weapon. Senate Majority Leader Harry Reid (D-Nev.) on Thursday did not rule out removing Sen. Joe Lieberman from his coveted chairmanship in 2009, but he pleaded for critics to leave the Connecticut Independent alone.
Asked whether he plans to retaliate against Lieberman next year by stripping him of his chairmanship on the Homeland Security and Governmental Affairs Committee, Reid said, “Let’s talk about this year” and stressed Lieberman’s importance to the Democrats in the 110th Congress.
“Yesterday we had one of the most crucial votes that we’ve had in a long time to preserve the integrity of Medicare,” Reid said. “I got 60 votes on that because Joe Lieberman walked up there and cast his vote. Anytime we have a problem here, with the exception of Iraq, Joe Lieberman's with us.”
Lieberman, a former Democrat who still caucuses with his old party and is the reason it has a majority in the Senate, is a vocal supporter of GOP presidential candidate Sen. John McCain (Ariz.). That position — and his criticism of Democrats on Iraq and national security issues — has earned Lieberman the ire of the left.
“I wish people would leave him alone,” Reid said.
But when pressed about what he would do next year, when Democrats are widely expected to expand their Senate majority and not need Lieberman to keep their majority, Reid refused to say whether he would take the gavel away.
“Next year will be next year when we get there,” Reid said.
When he was asked whether that meant that he is open to stripping Lieberman of his leadership position, Reid said: “I’m not open to anything,” but added: “I’m just waiting to get through this year when I have a 51-vote majority.”

Toyota Motor of Japan said Thursday that it would build its popular gas-electric hybrid sedan, the Prius, in the United States for the first time as it tries to meet surging demand and struggles with falling sales of big trucks.
Starting in 2010, Toyota plans to make the Prius at a new factory in Blue Springs, Miss., that was originally intended to assemble sport utility vehicles. Toyota said shifting production to the Blue Springs plant, which is under construction, will help it alleviate shortages of the Prius, which gets an average of 46 miles a gallon and has months-long waiting lists at most dealers.
Toyota also said it would stop building its two largest vehicles, the Tundra pickup and Sequoia sport-utility vehicle, for three months before permanently halting production of the Tundra next spring at one of two plants that make it.
Plummeting demand for trucks has forced the Detroit automakers to announce more plant closings and layoffs. Toyota’s announcements came after its United States sales fell 6.8 percent in the first half of the year.
Sales of the Prius declined 33.7 percent as a result of tight supplies. Tundra sales were down 52.9 percent in June, though stocks of the truck are plentiful.

Maybe Obama won't do such things as support a new Free Trade Agreement, or more welfare reforms. Fathers, foot the bill.
Democrats are concerned with Nader's threat to their chances. If not, why did they devote time and resouces in keeping Nader off of the ballot in key states? Why did Kerry meet with him in 2004? They care enough to use repressive tactics. Care enough to waste resources on him.
The reason I am one of those who supports third parties is to let the Democrats know that if they continue on their neoliberal path, along with their bag of excuses as to why they can't challenge our corporate culture, I'll go elsewhere.

Bring New Yorkers Together to Seed Afghanistan's Growth
Initial 80,000 trees will revitalize orchards, nurseries and woodlots
Washington, DC - Senator Hillary Rodham Clinton today announced the
launch of the New York Partnership for a Green Afghanistan, an initiative to
replant trees to revitalize Afghanistan's orchards, nurseries, woodlots and
greenbelts. The people-to-people tree-planting program is designed to help
Afghanistan regain its historic position as the "orchard of Central Asia" and
support Afghans as they rebuild their orchard, vineyard and forestry
businesses.
The announcement was made in conjunction with a tree planting ceremony
that took place in Kabul, Afghanistan earlier today. The ceremony, which
was attended by President Hamid Karzai, marked the beginning of a major
tree planting campaign in the country.
The group is organized under the auspices of the Global Partnership for
Afghanistan (GFPA), founded soon after 9/11 by New Yorkers and Afghan
Americans in recognition of the tragedies suffered by both countries. To lead
the project launch, the Global Partnership for Afghanistan is developing
family-owned orchards, nurseries and woodlot businesses encompassing an
initial 70,000 trees. Afghan farmers will begin planting today following the
completion of demonstration orchards and nurseries last year.
The Partnership will include private citizens and organizations — from
non-profits and corporations to educational institutions across the state and
beyond — to support Afghanistan's economic and environmental
development.
In making the announcement today, Senator Clinton confirmed that The
State University of New York College of Environmental Science and
Forestry (SUNY-ESF), Cornell University College of Agriculture and Life
Sciences, American Forests and International Paper had all signed on as
initial partners in this important effort.
As part of the Partnership, the State University of New York College of
Environmental Science and Forestry (SUNY-ESF) will immediately reach
out to Kabul University to support a university-to-university exchange for
forestry faculty and students. Additionally, SUNY-ESF has donated 10,000
willows that can be used as a woody crop for fuel and bio-energy. The
Cornell University College of Agriculture and Life Sciences will contribute
expertise in the areas of fruit breeding, production and disease and insect
management, vital to the revitalization of Afghan fruit farms. American
Forests, a nonprofit conservation organization, is seeking support from
corporate and individual sponsors for this critical effort.
Senator Clinton also announced the creation of a dedicated fund coordinated
by GPFA, a NY-based nonprofit organization, and urged supporters to send
contributions for spring tree planting.

Billionaire Warren Buffett's Berkshire Hathaway group is emerging as a leading shareholder in Dow Chemical, after backing the global combine's near-$19bn (£9.6bn) acquisition of a speciality chemical business, Rohm and Haas.
Berkshire Hathaway is providing $3bn towards the financing while the Kuwait Investment Authority is putting up $1bn.
The deal, announced yesterday, marks a key step in the plan of Dow chief executive Andrew Liveris to move into higher-margin, speciality chemicals, which are less cyclical than bulk chemicals, where Dow is among the global leaders.
"The transaction delivers on the promise we have made to our shareholders about transforming our earnings profile to one of high growth and less cyclicality," Liveris said yesterday.
Rohm and Haas makes a range of special chemicals for construction, electronics, paper and water treatment; it had sales of almost $9bn last year. Dow is paying $78 a share, which compares with a closing price of $44.83 on the New York Stock Exchange on Wednesday.
Dow's chief financial officer, Geoffery Merszei, said the quality and reputation of Rohm and Haas' businesses, brands, products and technologies - as well as its workforce - made the premium worth paying.
"While it's hard to put a price on a company's culture and people, this premium recognises the fact that Rohm and Haas is a highly-coveted asset," he said.
The offer values Rohm and Haas' equity at $15.3bn but also involves taking on $3.5bn of Rohm and Haas debt. Stripping out the debt, the deal is the third largest in the chemicals sector, behind Rhone-Poulenc's 1999 acquisition of Hoescht, and Akzo Nobel's recent $16.3bn purchase of Britain's ICI.
In addition to the funding from Berkshire and Kuwait, through convertible preferred securities, Dow has also arranged $13bn of debt finance through Citigroup, Morgan Stanley and Merrill Lynch. Berkshire's role in the deal is similar to the one it assumed in Mars' $23bn purchase of chewing gum company Wrigley.
Dow plans to pay off part of the debt quickly, using the proceeds from a $9.5bn joint venture with Kuwait Petroleum Corp which was announced last December.

It is my hope that the courts will undo the damage done to the Constitution.
But let us stand tall, knowing that by working together we were able to make wiretapping and retroactive immunity part of the national discourse these last number of months.
We came together – all of you, Senator Feingold, bloggers like Jane Hamsher and Glenn Greenwald, organizations like the EFF and ACLU, and untold hundreds of thousands of Americans who simply wanted to make sure that this one, last insult did not happen with ease.
I'm sorry we weren't successful.
I just hope I'm lucky enough to have you by my side in the next fight, whatever that may be.

I'm sorry we weren't successful, too. Very sorry. If there is one good thing that has come out of this, it's that we now have a really good idea of which Democrats we can count on and which Democrats we cannot count on. In all honesty, there weren't too many surprises this time around. But there were a couple of heartbreaking exceptions. In some cases, there can be redemption. I remember when Sherrod Brown voted for the Military Detainees Act during his campaign for Senate. I see that vote as very similar to Obama's vote on FISA. It was an unnecessary and overly cautious capitulation and Brown should have known better. He wound up winning in a walk, and his Detainee's vote served as nothing but a stain on an otherwise stellar voting record. Senator Dodd did what he could. And he'll be remembered for it.

As CQPolitics explains, the Democrats were not the only party to show a shameful degree of fear-based voting yesterday in the Senate. Last month, the Democrats failed in an effort to pass this year's Medicare Bill when they fell one vote short of the needed sixty votes to invoke cloture. The only reason the Democrats did not have 60 votes was because Teddy Kennedy was in treatment for his cancer. No Republican was willing to acknowledge this and toss their vote to Kennedy out of respect for his years of service and his commitment to health care. It was shameful, and I said so at the time.
The Democrats reintroduced the bill yesterday and the Republicans assumed that they still had the votes to block cloture. They introduced ridiculous amendments and demanded the Democrats cave in because they knew they couldn't pass their version. But then Kennedy suddenly and unexpectedly appeared on the Senate floor. All Senators, from both parties, erupted in applause at the sight of an upright and walking Teddy Kennedy. They gave him a two-minute standing ovation.
Kennedy, 76, entered the chamber midway through the roll call vote. With an arm around his shoulder was presumed Democratic presidential nominee Barack Obama of Illinois. As they walked through the door, stunned fellow senators, aides and gallery watchers broke into raucous applause.
With the cheers still cascading, Charles E. Schumer , D-N.Y., walked to the center of the aisle and blew a kiss at the Republican side, grinning.
Sen. Schumer blew them a kiss because he knew that the Democrats now had the needed 60 votes to invoke cloture and pass the Medicare Bill. And then a funny thing happened.
And this time around, Republicans fled the president once it became obvious that Kennedy’s vote would give supporters of the bill the 60 votes needed to advance it.
Nine Republicans who had voted against the bill on June 26 switched to vote in favor of the Medicare measure.
