U.S. drivers are doing something they haven’t done for nearly two decades — consume less gasoline.
Gas consumption so far this year is down about 0.2 percent compared to last year, according to the Energy Information Administration. The federal agency is predicting that gasoline demand will be down 0.4 percent this summer and 0.3 percent for the year.
That may not sound like much, but it would be the first time since 1991 that there’s been a decline in annual gas consumption. And it would be only the eighth year since 1951 in which demand for gasoline has declined.
The federal agency noted that the decline was occurring in part because of a slowing economy. But it also said that higher gas prices were having an effect on demand.
“Sustained higher gasoline prices are beginning to show up in lower gasoline consumption,” said Tancred Lidderdale, an analyst for the Energy Information Administration.
Both gasoline and diesel prices are now at record levels.

every June there's a meeting to determine the rent increase to be applied in September
of course, the landlords want more, the tenants less, and the meetings are very heated
lately it's about 5% to 7% on one to two year leases - another way rents go up is when there is turnover (new tenant) the landlord gets an additional bump (i think it's 20% ?? not sure)
my lease is always for 2 years (years ago you could get 3 yr leases)
the other benefit is that the lease HAS to be renewed by the landlord unless the tenant is doing something illegal (like sub-letting w/o permission)

when i moved from Queens to Manhattan in 1978 my rent went from $215/month for a pre-war one bedroom to $315 for this studio - oh well, no regrets, i like my little apt. - i could pretend it's an Airstream trailer!!

WASHINGTON - Short-term exposure to smog, or ozone, is clearly linked to premature deaths that should be taken into account when measuring the health benefits of reducing air pollution, a National Academy of Sciences report concluded Tuesday.
The findings contradict arguments made by some White House officials that the connection between smog and premature death has not been shown sufficiently, and that the number of saved lives should not be calculated in determining clean air benefits.
The report by a panel of the Academy's National Research Council says government agencies "should give little or no weight" to such arguments.
"The committee has concluded from its review of health-based evidence that short-term exposure to ambient ozone is likely to contribute to premature deaths," the 13-member panel said.
It added that "studies have yielded strong evidence that short-term exposure to ozone can exacerbate lung conditions, causing illness and hospitalization and can potentially lead to death."
The White House Office of Management and Budget, which in its review of air quality regulations has raised questions about the certainty of the pollution and mortality link, did not immediately return a phone call seeking comment.
"The report is a rebuke of the Bush administration which has consistently tried to downplay the connection between smog and premature death," said Frank O'Donnell, president of Clean Air Watch, a Washington-based advocacy organization.

Sen. John McCain has long said he is in robust health and is strong enough to hike the Grand Canyon, but he also is receiving what his staff Monday termed a "disability pension" from the Navy.
When McCain released his tax return for 2007 on Friday, he separately disclosed that he received a pension of $58,358 that was not listed as income on his return.
On Monday, McCain's staff identified the retirement benefit as a "disability pension" and said that McCain "was retired as disabled because of his limited body movements due to injuries as a POW."
McCain campaign strategist Mark Salter said Monday night that McCain was technically disabled. "Tortured for his country -- that is how he acquired his disability," Salter said.
Certain types of military and veterans pensions are either partially or completely tax-exempt, depending on the seriousness of the disability. In McCain's case, the exemption is 100%.

McCain shattered his knee and broke both arms when he was shot down over North Vietnam in 1967.
In his autobiographies, McCain said that his knee still bothered him in cold weather and that he was unable to raise his hands above his shoulders.

Three US marines killed in Iraq
Two separate bomb attacks killed three US marines in Iraq, including two near the western city of Ramadi and one in the southern port city of Basra, the American military said on Tuesday.
Two marines were killed and three others wounded when a bomber slammed his explosives-laden car against a checkpoint near Ramadi at around 7:30 am (0430 GMT) on Tuesday, the military said.
Two Iraqi policemen and 24 civilians were also wounded in the attack near Ramadi, the capital of Sunni Anbar province, which was once the symbol of Sunni Arab insurgency against the US forces.
A marine was killed and another wounded in a roadside bomb attack in the oil hub of Basra on Monday, the military said in a separate statement.
This is the first US military loss in Basra since Iraqi Prime Minister Nuri al-Maliki launched a crackdown against Shiite militiamen there on March 25.
US forces have been sent to Basra to support Iraqi troops after fierce clashes broke out in the port city following the crackdown.

The government on Tuesday plans to release a proposal to raise fuel efficiency standards for new cars and trucks, putting the nation's fleet on track to reach 35 miles per gallon by 2020.
Transportation Department Secretary Mary Peters was making the Earth Day announcement in Washington, responding to a new energy law pushed by Congress last year and signed by President Bush.
Congress sought tougher standards requiring the nation's fleet of new vehicles to increase its efficiency by 10 mpg from its current average of 25 mpg, or a 40 percent increase. The new law represented the first major changes to the auto mileage rules in three decades.
The proposal will set fuel economy standards from 2011 to 2015 and is expected to be finalized before the end of the Bush administration. A Transportation spokesman declined comment on the plan.
The fleet of new passenger cars is currently required to meet a 27.5 mpg average, while sport utility vehicles, pickup trucks and vans need to hit a target of 22.5 mpg.
Members of Congress and environmental groups have pushed for higher standards, arguing that requiring vehicles to become more efficient would help reduce greenhouse gas emissions and the nation's dependence upon imported oil.
Democrats have said the fuel economy requirements will save motorists $700 to $1,000 a year in fuel costs and reduce oil demand by 1.1 million barrels a day when the more fuel-efficient vehicles are in wide use on the road.
Automakers opposed increases to the regulation in previous years, but supported a compromise version of the legislation amid rising gasoline prices and concerns about global warming. The new law is expected to push the auto industry to build more gas-electric hybrid cars, trucks and SUVs running on diesel and advances such as plug-in hybrids and electric vehicles.

A South African group persuaded a judge to bar the weapons from transiting through the country to landlocked Zimbabwe. and the An Yue Jiang then sailed away from South Africa. Private groups and government officials in Mozambique, Angola and Namibia also objected to the weapons, though Namibia said the ship could refuel there if necessary.
"As far as I know, the carrier is now considering carrying back the cargo," Chinese Foreign Ministry spokeswoman Jiang Yu said.
Although Jiang offered no details, the move appeared to indicate a backdown in the face of refusals by Zimbabwe's neighbors to allow the weapons to be offloaded and shipped through their territories.
In Washington, the State Department said it was pleased by Tuesday's news from China.

Barack Obama's campaign has been circulating anecdotal reports of voting machine problems in some Philadelphia precincts, MSNBC reported.
The site Election Journal has been compiling reports of voting machine malfunctions and other problems throughout the day Tuesday.
A local elections official interviewed on MSNBC acknowledged some problems early Tuesday morning, but he said those had been resolved before midday. He denied reports that only one or two voting machines were functional in some predominantly African American neighborhoods.
"We had a few problems early on. We always do," Fred Voorhees, a deputy commissioner in Philadelphia told MSNBC.
He called reports of machines breaking down "flat out untrue" and said "everything is working throughout the city as we speak." The interview aired around 11:15 a.m. Tuesday.
The Justice Department announced Monday that it would have monitors in Philadelphia to ensure compliance with voting laws.
Obama's campaign apparently passed along anecdotal reports of voting machine problems earlier Tuesday morning, MSNBC reported. Voorhees told the network that "campaigns are like four steps removed from where things are actually happening."

that at his local VFW there is a petition going around to get the VA to take care of the vets. There is a petition at each VFW command post and all the vets are signing it.
These are hand signed petitions, not electronic. All the vets are insensed at how the VA is treating them.

Though it is the smartest device in the house, the desktop computer has been dumb when it comes to conserving energy. It's as if every household has a big, gas-guzzling vehicle (or two) in its driveway, all with engines racing. Most people have more computer than they need, says Bruce Nordman, a researcher at Lawrence Berkeley National Laboratory. "It's like we're all driving sport utility computers."
And those hulking, desktop PCs gulp power because they've traditionally been shipped with their throttle stuck wide open. Of course, the energy wasted is more that of a big light bulb than an SUV. But if desktop PCs glowed like their equivalent 150-watt bulb, we'd think to dim them or even switch them off. They don't glow, and few PC owners bother to automatically power them down.
Instead of using its smarts to conserve electricity, the computer instead has embodied the excesses encouraged by once cheap energy. Now the PC industry is scrambling to get green. It's being pushed by big companies, where thousands of office PCs translate small energy savings into big paybacks.
The tougher nut is at home. "Most consumers don't think of the computer as a place to start in saving energy," says Barbara Grimes of the PC industry's Climate Savers Computing Initiative. Home users focus on PC price and performance after years of training to finally master the ins and outs of megahertz and megabytes.
"Low-hanging fruit." Grimes's group launched last summer, just before the Environmental Protection Agency unveiled "Energy Star" standards for personal computers, the first revisions in 15 years. The standards require, for example, that computers make good use of at least 80 percent of the energy they consume. As it is now, PC power supplies on average turn nearly 50 percent of their energy into useless heat. The inefficiency was "low-hanging fruit" in reducing overall power consumption, says Ryan Rasmussen of the 80 Plus Program, a utility-funded bid to promote better power supplies.

NEW ORLEANS - President Bush, stymied by Congress in his final push to broaden U.S. trade, is finding a bigger blast of support from north and south of the border.
The first day of a North American summit here showed off chummy relations, and markedly similar interests, among Bush and his counterparts from Mexico and Canada.
Bush was expected to expand on the those themes Tuesday by defending the economic benefits of trade and touting efforts to make traveling across borders less of a hassle.
To no surprise, the president's meetings with Mexican President Felipe Calderon and Canadian Prime Minister Stephen Harper were not poised to produce any bold agreements. The three leaders did not come to New Orleans confronting any looming, major decisions.
Instead, the leaders were expected to wind up with a statement of cooperation on important but bureaucratic areas, like disaster response and recalls of unsafe products.
The politics of trade
The more dominant political theme of Bush's last North American summit is trade. Bush showed up here well aware of a rising anti-trade sentiment, whether on Capitol Hill, on the campaign trail of the Democrats who want his job, or among a disaffected workforce.
"All of us want to make sure we're treated fairly, and we can do that," Bush said after meeting with Harper and Calderon individually. "This summit comes at an opportune time to reaffirm the benefits of the trading arrangements between our three nations."
Bush wants Congress to ratify free trade deals with Colombia, Panama and South Korea.
For his part, Calderon offered a strong defense of the North American Free Trade Agreement, the three-country deal reached during the Clinton administration that removed barriers to trade and investment. Bush credited the agreement with creating hundreds of thousands of jobs, improving choices for consumers and slowing the flow of job-seeking migrants from Mexico to the United States.
It so happens that the summit closes on the same day as the pivotal Democratic primary in Pennsylvania, an event sure to grab more attention. Sens. Barack Obama and Hillary Rodham Clinton, rivals for the Democratic presidential nomination, both have threatened to pull the U.S. out of NAFTA as a means to get Canada and Mexico to renegotiate the terms.
In brief remarks to reporters, the Canadian president praised his relationship with Bush, which he called frank and productive. "The president has never promised me anything he couldn't deliver, and that's always appreciated," Harper said.
A Big Easy venue
The backdrop for all this feel-good sentiment was New Orleans. Bush picked the site to showcase the city's rebound from the devastating Hurricane Katrina.
"I wanted to send a clear signal to the people of my country that New Orleans is open for business," Bush said at the reopening of the Mexican consulate, shuttered a few years before the hurricane struck as a cost-saving measure by Mexican officials.
The president had no plans to tour hurricane recovery efforts, as that was not the point of this trip. He spent his time in the Central Business District, out of sight from the residential areas that were hardest hit by the storm and are still in deep struggles.
Bush got a little New Orleans flavor though. He heard traditional jazz at a reception of business leaders, and dined with Harper and Calderon at a storied city restaurant.
Signs of the changing political times slipped into the events too.
Calderon looked ahead to the next American president in pushing for an overhaul of U.S. immigration law, something Bush wanted but could not accomplish. Calderon said he hoped whoever is elected will handle the matter with "respect and responsibility."
He also said he was ready to invite the next president to his country but quickly added that, of course, Bush is always a welcome visitor.
Harper had his own nostalgic tone as he talked of seeing Bush again.
"We've got a few more of these to go through before it's over," Harper said.

Fifty-five will be awarded based on the statewide vote, which should be available Tuesday night. Another 103 delegates will be awarded based on the vote in individual congressional districts. All delegates will be awarded proportionally, as they are in every Democratic contest.
The distribution of delegates among congressional districts raises the possibility that one candidate could win the statewide vote and the other could win more delegates, but the statewide vote would have to be very close.
The delegates are weighted heavily toward urban and suburban areas because Pennsylvania, like other states, apportions congressional district delegates based on Democratic voting strength in the most recent presidential and gubernatorial elections.
Under the formula, the 2nd Congressional District, which includes part of Philadelphia, has nine delegates at stake, more than any other district. The 9th Congressional District in the south central part of the state has the fewest, with three delegates at stake.

Justice Department to Monitor Election in Pennsylvania
WASHINGTON — The Justice Department announced today that on April 22, 2008, it will monitor the presidential primary election in the Philadelphia, Pa., to ensure compliance with federal voting rights laws. In April 2007, the Justice Department reached a settlement agreement with Philadelphia related to allegations that the city had violated the Voting Rights Act, the Help America Vote Act (HAVA), and the National Voter Registration Act (NVRA).
Justice Department staff members will monitor polling place activities in Philadelphia. A Civil Rights Division attorney will coordinate the federal activities and maintain contact with local election officials. Philadelphia has an obligation to provide all election information, ballots and voting assistance information in Spanish pursuant to Section 203 of the Voting Rights Act. The monitors will gather information concerning compliance with this requirement and other federal voting rights statutes.
Each year, the Justice Department deploys hundreds of federal observers from the Office of Personnel Management, as well as departmental staff, to monitor elections across the country. In calendar year 2006, for example, 966 federal observers and 575 Department personnel were sent to monitor 119 elections in 81 jurisdictions in 24 states. To file complaints about discriminatory voting practices, including acts of harassment or intimidation, voters may call the Voting Section of the Justice Department’s Civil Rights Division at 1-800-253-3931.

U.S. arrests American over suspected nuclear espionage for Israel
U.S. authorities on Tuesday arrested an American engineer suspected of giving military secrets involving nuclear weapons, fighter jets and air defense missiles to Israel during the 1980s, the Justice Department
said.
Ben-Ami Kadish, an 84-year-old Connecticut-born U.S. citizen who worked at an Army engineering center in New Jersey, was suspected of reporting to the same Israeli government handler who dealt with Jonathan Jay Pollard, currently serving a life term on a charge of spying for Israel.
Kadish worked as a mechanical engineer at the U.S. Army's Armament Research, Development and Engineering Center in Dover, New Jersey.
The complaint says Kadish took home classified documents several times between 1979 and 1985, and the Israeli government worker photographed them in Kadish's basement. Contact between the two continued until March of this year, according to the court papers.
The documents included information about nuclear weapons, a modified version of an F-15 fighter jet and the U.S. Patriot missile air defense system.
Kadish was arrested in New Jersey and was scheduled to be arraigned on Tuesday afternoon at U.S. District Court in Manhattan, authorities said.
There was no immediate comment from the Israeli government but a senior defense official said "I find it hard to believe that, after the Pollard affair, we would recruit an American spy."
A U.S. Justice Department official said Kadish did not appear to receive any money in exchange for his suspected spying.
According to the complaint, the Israeli government worker provided Kadish on numerous occasions with lists of U.S. national defense classified documents for Kadish to obtain.
Prosecutors also allege Kadish conspired to hinder a communication with a law enforcement officer and make a materially false statement to a law enforcement officer.
Those charges stem from a March 20 conversation in which Kadish was told by the Israeli contact to lie to U.S. law enforcement agents, the complaint said.
A day later, Kadish lied to FBI agents about his communications with the
Israeli worker, the complaint said.
Kadish was described in the complaint as a Connecticut-born man employed from October 1963 to January 1990 as a mechanical engineer at the Army's Picatinny Arsenal in Dover, where the research center is based.
The complaint said the Israeli worker, who was not identified in court papers, was born in Israel and is an Israeli citizen.
It said that in the late 1970s, the Israeli worker was employed at the Israel Aircraft Industries in Israel, which since at least the late 1970s has been a defense manufacturing contractor for the Israeli government.
From July 1980 through November 1985, he worked for the government of Israel as the consul for science affairs at the Israeli Consulate General in Manhattan, the complaint said.

For the love of God, would a real reporter please just ask Hillary under what possible scenario she gets more delegates, more states, or more votes than Obama? Barack Obama has glorified the role of words in moving history. He has relied on his oratory to propel his campaign. He has also advocated transparency and openness. Indeed he has made the public part of his campaign (Yes We Can).
Nevertheless, in the wake of a series of embarassing media performances-hgihlighted by his fumbling responses during last weeks debate with Hillary Clitnton, he has now gone into hiding, avoiding the press and the pressing questions journalists may ask about his associates and his plans.
He fumbled the Charlie Gibson question regarding capital gains tax rates and showed himself to be out of his depth when handling policy questions without his handlers. This avoidance of the press is clear. He has not made himself availabe for questions from the press for 10 days now and the number looks to go higher
When asked about the endorsement by the Hamas terror group, he had a snippety answer, "Why can't I just eat my waffle" which echoes his behavior when confronted with questions about his ties to Tony Rezko, now on trial in Federal Court in Chicago. He avoided answering thsoe questiosn and then stalked off from a press conference whining to the reporters "C'mon guys. I answered 8 questions."

Obama Will Not Win In The Fall
If he becomes the Democratic Party's nominee for President, Sen. Barack Obama will lose the general election for this reason: When the smiles and platitudes are set aside, Obama's campaign and the philosophy of his cadre amount to one big put-down of America.
Anomalous among Western leaders, the president of the United States serves as head of both state and government. Moreover, he is elected directly by the voters, unlike in a parliamentary system whereby a leader attains power through the success of his party. As such, the president represents something very personal to Americans. He is, for four or more years, the personification of their country, embodying the aspirations and goodness of the land that they love. A president may disappoint after assuming office, but America is not in the habit of electing candidates who hold their country in contempt.
Not only have the comments of Obama's wife, Michelle (who has referred to America as "downright mean" and stated that she was not proud of her country until her husband started winning primaries) and his minister, Jeremiah Wright (whose hateful, anti-white, anti-American diatribes are available for sale in Obama's church, or for free on YouTube) revealed the tired, leftist scorn for America that Obama represents -- the Senator's own remarks have exposed this ugly, unelectable side.
Speaking to a fundraiser in San Francisco, Obama attempted to explain his persistent deficit in Pennsylvania primary polls by describing small-town Americans as "bitter" people who "cling to guns or religion or antipathy to people who aren't like them or anti-immigrant sentiment or anti-trade sentiment as a way to explain their frustrations." This is hard stuff, and patronizing, besides. Add to this Obama's characterizations of the "typical white person" (in the context of describing his grandmother, whom he had originally tossed under the campaign bus in order to create a false equivalence with Wright's racism), and one finds something far more damaging than a simple series of gaffes --it is a window into how the Senator sees his countrymen.
Obama's associations, even beyond Wright, speak to this unappealing point of view. William Ayers, a domestic terrorist of Weathermen infamy, enjoys a friendly relationship with the Obamas. As general-election voters will learn, Ayers bombed the Pentagon on May 19, 1972, and fondly recalls, "The sky was blue. The birds were singing. And the bastards were finally going to get what was coming to them." Ayers and his accomplices also bombed the U.S. Capitol, the State Department, as well as banks, police stations and courthouses.

The bumper-sticker slogan "dissent is patriotic" has for decades been employed to legitimize any insult to America, no matter how hateful or moronic. But Americans understand that their president's instinct ought to be to defend the nation against unfair invective, not embrace those who purvey it -- or, in the case of Ayers, seek to blow it up altogether.
With his demonstrable view of America, and considering his cohorts, Obama would be wise to make himself very comfortable in the Senate.

Lilly Ledbetter: Remember the name

A liberal public-interest group is showing some of its cards for the upcoming general election by unveiling new attack ads aimed at Sen. Norm Coleman of Minnesota.
The ads feature the story of Lilly Ledbetter, a factory worker who was paid less than men doing the same job for 20 years. She won her pay discrimination case in a lower federal court. But Ledbetter waiting too long to bring her claim, the Supreme Court ruled last year, holding that she should have brought it within three months of time of the allegedly discriminatory act of deciding to pay her less in the first place.
The case was a 5-4 decision, written by the Supreme Court's newest justice, Samuel Alito. Justice Ruth Bader Ginsburg dissented, saying that Ledbetter should have had more time to sue, because discriminatory actions based on pay disparity occur in small increments over long periods of time.
People for the American Way is going after Coleman based on his support of conservative judicial nominees such as Alito.

On 'Divorce Court,' televangelist Bynum calls her marriage 'done,' discusses suicidal thoughts
Televangelist Juanita Bynum says in a two-part episode of "Divorce Court" that she's through with her marriage to minister Thomas W. Weeks III, who is on probation for assaulting her.
In episodes scheduled to air Thursday and Friday, Bynum also says she had thoughts of suicide and weighs in on a case involving domestic violence. When asked what advice she had for women in situations similar to hers, she said, "I have to make a decision ... to take the love that I had for him with me."

House Republicans, who had hoped to restore their fiscal credibility by bludgeoning Democrats on pork-barrel spending, are instead targeting one another in an intraparty election-year earmark fight that appears to have divided members of the House GOP leadership.
Republican Study Committee Chairman Jeb Hensarling (R-Texas) and four other GOP members — including Chief Deputy Minority Whip Eric Cantor (R-Va.) — sent their colleagues a letter Friday urging them to agree to a self-imposed one-year moratorium on earmarks.
The catch: Many members have already submitted earmark requests for this year. To turn around and approve even a temporary ban could reinforce Democratic charges of hypocrisy, charges that resonate because the number of earmarks soared when the GOP controlled Congress.
The call to arms is particularly sensitive for House Minority Leader John A. Boehner (R-Ohio), who fell short earlier this year when he challenged his Republican colleagues to accept a moratorium while members study the annual earmarking process.

“I think it would be very tricky to get members to support an earmark moratorium at this point in the appropriations process,” said an aide to one top Republican on the Appropriations Committee. “Our members have already submitted thousands of project requests — and then to turn around and support a [moratorium] would allow [Rep. When Pennsylvania Democrats vote tomorrow, they’ll be placing their bets on who can survive a 15-round fight with Sen. John McCain. Sen. McCain wants to fight the fall campaign by Marquis of Queensberry rules. In his own words, McCain is older than dirt and has more scars than Frankenstein. He can throw a pretty good political punch.
Obama is young and unscarred. And he can’t take a punch. John McCain can beat Obama even if Hillary can’t.

Clinton vs. Obama vs. McCain: Earmarks
It concerns earmarks -- the way some of our elected officials sneak money to their home states. I say "sneak" because earmarks have not been very transparent in the past. Thankfully there is some movement to do something about this. The article though mentions the three front-running candidates and the earmarks they were able to get. Here are the highlights:
Hillary Clinton: "... $340 million worth of home-state projects in last year's spending bills, placing her among the top 10 Senate recipients of what are commonly known as earmarks, according to a new study by a nonpartisan budget watchdog group." [The group is Taxpayers for Common Sense.]
Barack Obama: "... $91 million total placed him in the bottom quarter of senators who seek earmarks, the study showed."
John McCain: "one of five senators to reject earmarks entirely, part of his long-standing view that such measures prompt needless spending."

Behar did good radio yesterday, it just wasn't Air America radio. It was Al Franken without the politics, lots of high profile fluff and media personalities, none of them from political think tanks, though. She was very good to remember to ask her celebrity callers who they were for, but it was four corners of bullshit, even with the afterthought question.
And here, I was wrong because I really believed when I turned on my XM yesterday at 3, Randi would be on, that Nova-M would have cinched the deal, but that was before I heard Walsh and Goodfriend on Left Jab over the week-end, which makes me think the Clintons are invested in XM and AAR is destined to be DLC radio, not progressive talk. That is, if it survives at all. My bet is that it won't be here in a year.

SAM is not going to get on AT LEAST until after Hillary drops out. It seems OBVIOUS that AAR does not want any hosts to take a side in the democratic primary battle. Even after that, like you said, these guys (the Greens ?) are not comfortable with free (progressive)speech on their network. I have fallen in love with all of the new progressive shows, but I am thinking that we are going to have to support them directly with our $$, like PBS. Corporate amerika is not going to pay for an anti-corporate message.
