The US intelligence community is slowly coming to the realization that most of its vital information does not have to be stolen from a secret vault in an enemy country but is available by surfing the Web.

Since 9/11, the exploitation of so-called "open-source intelligence," has increased among intelligence agencies, but many obstacles remain. Primary among those is a bureaucratic culture in which analysts dismiss documents not marked "classified" or "eyes only." USA Today reports that this intelligence, known within the intel community as OSINT, is becoming a fixture among the Intelligence Community.

Open sources can provide up to 90% of the information needed to meet most U.S. intelligence needs, Deputy Director of National Intelligence Thomas Fingar said in a recent speech. Harnessing that information "is terribly important," he said. "It ought to be a normal part of what we do, not being fixated on secrets dribbling into the computer's in-box."
But progress has been slow.

Robert David Steele, a former CIA and Marine Corps intelligence officer, gives the intelligence community a D+ for its use of information available from the Internet, commercial satellite imagery and other open sources.

"There's still a cult of secrecy — nothing is seen as important unless it's classified," says Steele, founder of OSS.Net, a commercial intelligence provider for private companies and the government.

Clinton: Obama Tries to Deny Voters a Say in Nomination

Speaking via satellite to television stations in North Carolina, Montana and Indiana on Monday, Sen. Hillary Clinton accused Sen. Barack Obama of trying to deprive voters in the remaining states of having a say in the Democratic presidential nomination by urging her to withdraw.

“I didn’t understand why Sen. Obama and some of his supporters wanted to prevent you and other states from actually being able to vote,” she told a Wilmington, N.C., television station. Over the weekend, Sen. Obama told reporters, “My attitude is that Sen. Clinton can run as long as she wants.”

“A lot of Sen. Obama’s supporters want to end this race because they don’t want people to keep voting,” Clinton said in an interview with a television station in Billings, Mont. “People don’t want this election taken away from them by the media or somebody sitting in an office in Washington.”

“The most important question is who can best be the commander in chief,” she told a station in Terre Haute, Ind.

A Group of Georgia Third Graders Plot To Attack Teacher

WAYCROSS, GA -- It's the type of news you don't expect to hear coming out of an elementary school. Nine third grade students suspended at Center Elementary in Waycross for an alleged plot to attack their teacher.

"This plot was uncovered at the point that something dangerous was brought to the school," says Lt. Dwayne Caswell with Waycross Police.

Police say the students were hatching a plan to harm their teacher Friday morning. They even brought items from home to carry out the plan.

"They had a broken steak knife, a crystal paper weight, toy handcuffs, several items and tape and stuff," says Lt. Caswell.

Ware County School officials say a classmate told the principal about one of the students bringing a weapon to school. The discovery was later made that more students were in on the plot. The school says it’s a matter they are not taking lightly.

"Some might say 'They were young and in the third grade and how serious could it be?', but anytime our students' safety or our teachers' safety is compromised we obviously have to take that very seriously," says Theresa Martin with Ware County Schools.

The school district says all the students are suspended until further disciplinary action is decided.

WASHINGTON -- The Supreme Court declined Monday to reconsider a legal rule that might surprise most Americans: Judges can punish defendants for certain crimes even after a jury has acquitted them of those charges.

In recent years, the justices have described the right to jury trial as one of the bedrock principles of American law. At the same time, they have been unwilling to say that a jury's not-guilty verdict on some charges means the defendant cannot be punished. Instead, the court has said judges may take into account "acquitted conduct" when they decide on a prison term.

The case of Mark Hurn of Madison, Wis., provides a stark example of the rule.

Hurn was given an additional 15 years in prison for possessing crack cocaine, even though a jury acquitted him of the charge. He was convicted of having powder cocaine in his house, a charge that would warrant between two and three years in prison under federal sentencing guidelines.

The Smart Way Out of a Foolish War

Both Democratic presidential candidates agree that the United States should end its combat mission in Iraq within 12 to 16 months of their possible inauguration. The Republican candidate has spoken of continuing the war, even for a hundred years, until "victory." The core issue of this campaign is thus a basic disagreement over the merits of the war and the benefits and costs of continuing it.

The case for U.S. disengagement from combat is compelling in its own right. But it must be matched by a comprehensive political and diplomatic effort to mitigate the destabilizing regional consequences of a war that the outgoing Bush administration started deliberately, justified demagogically and waged badly. (I write, of course, as a Democrat; while I prefer Sen. Barack Obama, I speak here for myself.)

The contrast between the Democratic argument for ending the war and the Republican argument for continuing is sharp and dramatic. The case for terminating the war is based on its prohibitive and tangible costs, while the case for "staying the course" draws heavily on shadowy fears of the unknown and relies on worst-case scenarios. President Bush's and Sen. John McCain's forecasts of regional catastrophe are quite reminiscent of the predictions of "falling dominoes" that were used to justify continued U.S. involvement in Vietnam. Neither has provided any real evidence that ending the war would mean disaster, but their fear-mongering makes prolonging it easier.

Nonetheless, if the American people had been asked more than five years ago whether Bush's obsession with the removal of Saddam Hussein was worth 4,000 American lives, almost 30,000 wounded Americans and several trillion dollars - not to mention the less precisely measurable damage to the United States' world-wide credibility, legitimacy and moral standing - the answer almost certainly would have been an unequivocal "no."

Man Caught Having Sex with a Picnic Table

BELLEVUE, OH -- A man in central Ohio is accused of having sex with his picnic table.

The investigation began when a tipster gave police three DVDs showing Arthur Price having sexual intercourse with a metal round table on his deck.

The incidents occurred between January and March 2008.

Police say the DVDs show Price involved in a sex act in his bedroom. He walks out to his deck, tilts the table on its side and has sex with it.

Police say Price lives near an elementary school.

Price admitted that he had sex with the picnic table when police questioned him.

He confirmed to police the incidents caught on the DVDs and said he had also had sex with the table inside the home.

Price faces four counts of public indecency. He is free on a $20,000 bond.

near Lake Tahoe since 92. before that I was ensconced in Pasadena CA. I was a major groupie (not the sexual kind) and went to the Sunset Strip every weekend to listen to music. I had a friend who was dating the creator of Pinnacle Concerts and we got lots of free tickets. I saw everyone. I was in the orchestra pit when Jimmy Hendrix performed. My friend dug fingernail marks in my arm over the excitement of it. We were just 4 feet away from him....amazing.

Osama bin Laden flew to London in 1986 to help negotiate the purchase of Russian-made surface-to-air missiles to be used by Arab fighters then battling the Soviet military in Afghanistan, according to a new book on the bin Laden family.

Bin Laden and his half brother, Salem, met several times with the contacts at the luxury Dorchester hotel in London, according to "The Bin Ladens," by journalist Steve Coll. "Don't do any jokes with my brother," Salem is said to have told the others. "He's very religious."

The deal for Russian SA-7 missiles was arranged via "contacts" with the German arms manufacturer Heckler & Koch, through an associate of Salem bin Laden, the book says. It suggests that payment for the weapons was made by the government of Saudi Arabia and that the weapons eventually were purchased in South America.

William Caldwell) considers blogs to be a valuable source of information, and a way for ordinary troops to shape opinions, both at home and abroad.

This 2006 report for the Joint Special Operations University, "Blogs and Military Information Strategy," offers a third approach -- co-opting bloggers, or even putting them on the payroll. "Hiring a block of bloggers to verbally attack a specific person or promote a specific message may be worth considering," write the report's co-authors, James Kinniburgh and Dororthy Denning.

Prior to the Easter recess, House Speaker Nancy Pelosi was forced to intervene with Defense Secretary Robert Gates in order to get Democratic Rep. Tammy Baldwin’s domestic partner on a military flight for a congressional fact-finding trip to Europe.

The speaker succeeded, but the issue continues to simmer for both sides. The Pentagon appears to be self-conscious about transporting gay domestic partners at a time when it continues to enforce a “don’t ask, don’t tell” policy in its own ranks. The speaker is sensitive to the gay rights issue but doesn’t want to be drawn into a situation where it appears she is dictating policy for the use of military planes.

Superdelegates Hiding from Wrath of Clintons

Will these superdelegates come out of the political closet? Mike Lux at Open Left, on fearful superdelegates who want support Obama but would prefer to not publicly declare lest they piss the Clinton machine off:

There are plenty of people in the Democratic Party who think Hillary Clinton would make a better President, and/or a better general election candidate, than Barack Obama. There are also some folks who endorsed Hillary early on, and believe you have to stick with the candidate you endorse until the bitter end. There are even a few, although the number is shrinking daily, who still have not genuinely made up their mind. And some superdelegates in the remaining states want to wait for the voters in their own state to vote before they declare. But there are very few people I talk to who think Hillary can win without an utterly divisive fight that will likely tear the party apart. They know that from the perspective of what's best for the party, it's time to endorse Obama.

What those remaining undeclared folks are telling me in private, though, is that they hope the race will play itself out and Obama will emerge as the clear winner so that they don't have to piss the Clintons and their machine off.

Perhaps this is exactly what Samantha Powers meant by "monster."

Sen. Hillary Rodham Clinton says she has something in common with legendary film boxer Rocky Balboa — she's not a quitter.

Recalling a famous scene on the steps of the Philadelphia Museum of Art from the 1976 Oscar-winning film "Rocky," Clinton said that ending her presidential campaign now would be as if "Rocky Balboa had gotten halfway up those art museum steps and said, 'Well, I guess that's about far enough.'"

"Let me tell you something, when it comes to finishing a fight, Rocky and I have a lot in common. I never quit. I never give up. And neither do the American people," Clinton said in excerpts of prepared remarks to be given Tuesday to a meeting of the Pennsylvania AFL-CIO.

South Dakota Beekeepers Prepare for Honey-Making Season Amid Mysterious Bee Die-Off

The California winter has been a tough one on South Dakota beekeepers like Richard Adee.

Last fall he sent 155 semitrailer trucks to California loaded with hives containing bees fit and ready to pollinate the almond crop.

"We lost 40 percent of the hives we sent there. We sent 70,000 out and lost 28,000," said Adee, whose Adee Honey Farms in Bruce is considered the largest beekeeping operation in the nation.

"I would say overall the losses of South Dakota bees — from what I've heard — from what they started in the spring of '07 until they came out of the almonds is at least 50 percent. It's not good."

Now, in preparation for the honey-making season in South Dakota, he's working to get back to full strength from a mystery called colony collapse disorder.

No one's really sure what's causing the disorder, evident when adult bees abandon the hive.

It's a concern for South Dakota beekeepers, who ranked third nationally last year for honey production and for the number of colonies.

"It's very serious," said Heath Bermel, a Java beekeeper and president of the South Dakota Beekeepers Association. "There's a lot of beekeepers all over the U.S. who are losing hives."

The U.S. Agriculture Department has earmarked money and research to solving CCD because it says one-third of the human diet comes from insect-pollinated plants, and the honeybee is responsible for 80 percent of that pollination.
