U.S. Plans to Shoot Down Broken Spy Satellite

President Bush, acting on the advice of his national security advisers, has decided to attempt to shoot down a malfunctioning spy satellite that is expected to crash to Earth early next month, a spokesman for the National Security Council said today.

NSC spokesman Gordon Johndroe said the president made the decision within the past week and asked the military to come up with plans to destroy the satellite.

Johndroe said that decision, which will be explained at a Pentagon news conference this afternoon, was based on the fact that the satellite is carrying substantial amounts of a hazardous and corrosive rocket fuel, hydrazine.

The satellite was launched in December 2006 but soon lost contact with ground control. Information about the spacecraft is classified, but experts believe it is the first of a new generation of smaller and more precise spy satellites.

Johndroe said the satellite would be destroyed "as it comes to Earth," which is expected to occur in several weeks.

Basically, Republicans are pissed about the contempt resolutions file by the Democratic majority. So they have been disrupting House proceedings, including the memorial service for the late Rep. Tom Lantos.

But just now, the GOP walked out of the House and is congregating on the Capital steps in protest.

House in chaos: GOP calls vote during Lantos memorial

During what was supposed to be a somber memorial service in Statuary Hall for Rep. Tom Lantos, who died Monday, the House chamber became mired in chaos over procedural votes.

Democrats angrily denounced the GOP as insensitive for calling a "motion to adjourn" — essentially a dilatory tactic — while dignitaries were still giving tributes to Lantos, a Holocaust survivor who was chairman of the Foreign Affairs Committee. But Republican aides shot back quickly, saying it was Democrats who broke an agreement to keep the House in recess during the memorial service.

To some extent, it appears both sides are at fault, but the recriminations have been fast and furious.

"The disrespect that has been shown by a Republican member of Congress in calling a political procedural motion during the memorial service for the late Chairman Tom Lantos is incomprehensible," said Stacey Bernards, a spokeswoman for House Majority Leader Steny H. Hoyer (D-Md.). "It is unjustifiable, and Republican leaders should restrict their members from further such action."

A senior Republican aide, however, said the GOP was given no choice in asking for a vote because Democrats broke their commitment to keep the House in recess during the memorial service. Democrats are pushing a contempt vote against White House Chief of Staff Josh Bolten and former Bush counsel Harriet Miers, and have bypassed traditional rules allowing an hour of debate on the matter, according to Jo Maney, a spokeswoman for Republicans on the House Rules Committee.

"The reason for the chaos is the majority," Maney said. "We made clear we would use every procedural rule" to delay the contempt votes.

"There was an agreement that there would be no votes during the service, but they [Democrats] rang the bells" to bring the House back into session, Maney said.

The scene in the Capitol was extremely tense as the procedural motion failed. The Crypt has already received several angry denouncements from both sides of the aisle as tempers flared this morning in the House.

Democrats are now debating the contempt resolution, which stems from an investigation into the firing of U.S. attorneys.

Boehner had his lock-step-group walk out (and have a news conference) in protest that FISA was not being considered (hardly a riot.) This was after yesterday when all the reps. voted as a group to prevent committee (?) house/senate conference to reach a compromise between the house fisa bill (which did not include immunity and was passed three months ago) and the senate version (which was delayed for three months by the senate reps.)

Late Update: The walkout appears to be in protest over yesterday's House vote not to extend the Protect America Act, but we're still attempting to nail that down. It would be an odd protest, since, as we reported yesterday, the right wingers in the House joined with liberal Dems to defeat the extension.

Later Update: OK, it appears that the GOP walkout was not over the extension vote yesterday, which really would have been odd. Rather, this appears to have been done in conjunction with the President's demand this morning that the House pass the Senate surveillance bill before tomorrow's expiration of the Protect America Act. The contempt resolutions against White House aides, current and former, are part of the mix, because the House is spending time on that rather, GOPers say, than on the surveillance bill.

We'll keep you posted.

House Passes Contempt Resolution against White House Officials

Well, after all that, it's done. The House passed the contempt resolution against White House chief of staff Josh Bolten and Harriet Miers, 223-32. Most Republicans, having staged their walk out, did not vote.

So now the ball's in Attorney General Michael Mukasey's court. He's expected to decline to enforce the citation of contempt, since both Bolten and Miers declined to testify as a result of an assertion of executive privilege.

The resolution included both a criminal contempt citation and the authorization for the House Judiciary Committee to sue the White House if Mukasey refuses to enforce the citation.

President Bush said Thursday he will dispatch Secretary of State Condoleezza Rice to go to Kenya to demand a halt to the violence that has left more than 1,000 people dead.

Rice will accompany Bush when he visits Africa, beginning Saturday, with stops in Benin, Tanzania, Rwanda, Ghana and Liberia. The president pledged to make a long-term U.S. commitment toward Africa.

Bush said that during his trip, he will direct Rice to go to Kenya and support the work of former U.N. chief Kofi Annan, who is trying to mediate a political solution between President Mwai Kibaki and opposition leader Raila Odinga.

Since a disputed presidential election in December, weeks of bloodshed have killed more than 1,000 Kenyans and forced some 600,000 to flee their homes.

Bush said Rice will deliver a message directly to Kenya's leaders and people: "There must be an immediate halt to violence, there must be justice for the victims of abuse and there must be a full return to democracy."

On the House floor today, House Minority Leader John Boehner (R-OH) led Republicans in a walkout in protest of the contempt vote, alleging it is a “partisan fishing expedition.” The GOP is pushing for the House to approve the Senate’s version of the Protect America Act, which includes retroactive immunity for telecommunications firms. Boehner declared:

We will not stand for this, and we will not stay for this. And I would ask my House Republican colleagues and those who believe we should be protecting the American people, to not vote on this bill. Let’s just get up and leave. (Applause)

I am running against Ms. Pelosi to challenge her lack of leadership and her abandonment of the good people of the 8th District. As a “Decline to State,” my “party” affiliation, I cannot get on the ballot in California until August for the November General Election.

In a perfect world, a credible Democrat will take her on in the primaries to make her answer to her constituents on certain charges: ie: if she knew BushCo was torturing human beings as early as 2002, why did she remain silent?

Why does she continue to fund the war crimes of the Bush Regime?

Why will she not advocate for the decontamination of Bay View/Hunter’s Point and for affordable housing, not just there, but all over San Francisco?

Why did she exclude our transgender brothers and sisters from the ENDA legislation?

Why does she support “Free” Trade agreements that hurt workers and unions all over the world?

These are just a few questions that need to be urgently asked and answered because many of her policies directly contradict the values of San Francisco.

Late last year, Newsweek added a significant wrinkle to the CIA's destroyed torture tapes scandal. Then-Director of National Intelligence John Negroponte had apparently "strongly advised against" destroying the tapes in a memo, "the only known documentation that a senior intel official warned that the tapes should not be destroyed." That potentially meant trouble for Jose Rodriguez, the former CIA official who ordered the tapes destroyed.

But, during an interview with WNYC's Brian Lehrer yesterday, Negroponte said that he'd totally forgotten about that whole destroyed tapes thing before the scandal blew up in December of last year. He doesn't dispute having written the reported memo, but seems to be baffled that the tapes have become such an issue:

Oh great. He's ready to do whatever it takes to help out Wall Street who are loving his rate cuts (i.e. free money) and his puppet-like behavior. If this means crushing average Americans with a weaker dollar and more expensive oil (notice how it's risen!) he's fine to do so. As long as Wall Street likes him. I can see why Bernanke doesn't have any friends but buying them like this is really painful for the rest of us. Can't he just go on Facebook and find someone who will befriend him?

But he said the Fed has to be mindful that growth should pick up later in the year.
Perhaps, but not really a given at this point. Each assessment of the economy in recent months has been worse than the last. There is no shortage of trouble thanks to failed GOP policies but to kowtow to Wall Street - who created these problems and did a brilliant job of selling this junk - and add to the already high inflation is not the answer.

The President has said that American lives will be sacrificed if Congress does not change FISA. But he has also said that he will veto any FISA bill that does not grant retro-active immunity. No immunity, no FISA bill. So if we take the President at his word, he's willing to let Americans die to protect the phone companies.

U.S. scrambled jets as Russian bomber neared carrier

WASHINGTON — A Russian bomber made a low-altitude pass over a U.S. carrier battle group that was conducting exercises in international waters near Japan last weekend, an incident reminiscent of the Cold War, U.S. military officials said Tuesday.

Pentagon officials said that the Tupolev 95 bomber — the world's only propeller-driven strategic bomber — flew within 2,000 feet of the USS Nimitz aircraft carrier. The Navy scrambled four F-18 fighters to escort the Russian aircraft away.

Over the weekend, Japan also scrambled fighter jets and accused Russia of violating its airspace around the Izu island chain, several hundred miles south of Tokyo.

There have been numerous incidents of Russian planes testing Japanese air defenses, but Russia's willingness to disrupt a U.S. training exercise was surprising, officials said.

John Boehner just led the Republican caucus out of the House of Representatives rather than allow them to vote on contempt charges against Harriet Miers and John Bolten.
Update [2008-2-14 14:25:22 by BooMan]: The House of Representatives has officially found Bush's chief of staff John Bolten and former legal adviser and Supreme Court nominee Harriet Miers to be in Contempt of Congress. The vote was 223-32. I'll get a Roll Call as soon as they post it.

BAQUBA, Iraq - The Awakening Councils in Diyala province are stepping up their protests against the government in Baghdad.

The Awakening Councils, or the Sahwa as they are called, are a mostly Sunni Muslim force set up by the US to draw in resistance fighters into their ranks and aid US forces.
On February 11, hundreds of Sahwa fighters demonstrated in Baquba, 40 kilometers northeast of Baghdad, demanding dismissal of Qureyshi and threatening to quit their jobs as neighborhood guards if he remained. Many have since left their US$300 monthly posts in protest.
The demonstrations have drawn in people from all around Iraq's volatile Diyala province with streets filled with people hoisting protest banners. The Sahwa want to show they are a power that Baghdad cannot ignore.
A rally last Sunday led to armed clashes between Iraqi police and Sahwa members, in which three policemen were killed.
Abu Haider al-Katib, spokesman for the 1920s Revolution Brigades, the largest of the Sahwa components, told reporters that if their demands were not met, they would "take up arms" against the police "and US troops if they support the police".

on the other hand, just like we have outside areas for smoking, having outside areas for sex could prove interesting.
