In the West he has been called "Cambodia's Heinrich Himmler"; since Pol Pot himself and his lieutenant Ta Mok cheated justice by dying, he is the most vivid symbol of the Khmer Rouge left alive. His name is Kang Khek Ieu, but he is better known by his nom de guerre, Duch (pronounced "Doik"). This spring, 28 years after fleeing Cambodia ahead of the Vietnamese army, his trial for mass murder may finally get under way.
Now, in the first interview he has given since his capture more than eight-and-a-half years ago, he talks freely about how and why he sent 17,000 Cambodians to their deaths in the killing fields.

Health Insurer's Letter Seeks to Get Coverage Canceled
LOS ANGELES (AP) - Citing an effort to hold down costs, health insurance giant Blue Cross wants doctors in California to report conditions it could use to cancel new patients' medical coverage, it was reported Tuesday.
The state's largest for-profit health insurer is sending physicians copies of health insurance applications filled out by new patients, along with a letter advising them that the company has a right to drop members who fail to disclose "material medical history," the Los Angeles Times reported on its Web site.
"Any condition not listed on the application that is discovered to be pre-existing should be reported to Blue Cross immediately," according to the letter obtained by the newspaper.
One of the conditions noted in the letter that could force a new patient to be dropped by Blue Cross - pre-existing pregnancies.
WellPoint Inc., the Indianapolis-based company that operates Blue Cross of California, said it was sending out the letters in an effort to keep costs at a minimum.
"Enrolling an applicant who did not disclose their true condition (and the condition is chronic or acute), will quickly drive increased utilization of services, which drives up costs for all members," WellPoint spokeswoman Shannon Troughton said in an e-mail to the newspaper.
"Blue Cross feels it is our responsibility to assure all records are accurate and up to date for HMO providers," she said. "We send these letters to identify members early on in the process who may not have been honest in their application."
Troughton added doctors are not required, but rather can volunteer, patients' information to Blue Cross.

Iraq launches hunt for kidnapped journalists
BASRA, Iraq (AFP) — Security forces have launched a search for a British journalist and his Iraqi translator working for US television network CBS who were kidnapped in the port city of Basra, an official said on Tuesday.
"There is an intensive operation underway to find the journalists," interior ministry spokesman Major General Abdul Karim Khalaf told AFP.
"These are journalists doing their job and those common criminals must be brought to justice."
Witnesses said the two journalists were led away from the Palace Sultan Hotel in the southern city of Basra at gunpoint by a gang of about 10 gunmen on Sunday.
The witnesses identified one as a British photo-journalist who had previously worked in Basra, and the other as his Iraqi interpreter. Both men had flown to Basra from Baghdad and checked into the hotel on Saturday.
Dozens of Iraqi and foreign journalists have been kidnapped in Iraq since the March 2003 invasion of Iraq, regarded as the most dangerous country in the world for media workers.
Underscoring the perils, the Young Journalists League said the body of an Iraqi journalist was found in Baghdad on Tuesday, two days after he disappeared after heading out shopping.
According to League president Haider Hassoon, the body of Hisham Mijwit Hamdane, a 27-year-old married father of two children, was found by police in the Bab al-Sheikh neighbourhood of central Baghdad.
Police on Tuesday threw a cordon around the Palace Sultan hotel in Basra, searching for clues and restricting movement into and out of the premises, an AFP correspondent said.
The US network confirmed in a statement that two of its journalists have gone missing in Basra but gave few other details, wanting to protect their identities.
Oil-rich Basra province was handed over to Iraqi control in mid-December by British forces, who are now based at a nearby airport.

2 Pakistan nuclear officials kidnapped
Two officials of the Pakistan Atomic Energy Commission (PAEC) were among eight people who have been kidnapped by unidentified gunmen from a troubled northwestern area near the Afghan border.
"The PAEC officials Ziaullah and Bisaat Khan were kidnapped yesterday by unidentified armed men in Sheikh Badin area adjacent to the Lakki Marwat and Dera Ismail Khan districts," said local police chief Akbar Nasir.
Both officials were technicians and were on a routine visit to conduct a geological survey for mineral exploration in the mountainous area. The other abducted men include their driver Safdar and five locals.
The abduction of the PAEC officials came on the same day as the disappearance of Pakistan's ambassador to Afghanistan, Tariq Azeezuddin, who was on his way from the northwestern city of Peshawar to the Afghan capital Kabul.

Pakistan’s Ambassador to Afghanistan, Tariq Azizuddin, has been reportedly kidnapped. Reuters says that the Ambassador was on his way to Kabul from the northwestern Pakistani city of Peshawar when he went missing along with his driver and bodyguard in the Khyber tribal region.
At around the same time, two Pakistani nuclear technicians were kidnapped in the northwest. Now the million dollar question. Why was the Ambassador travelling by road to Kabul…said to be the most dangerous/unsafe regions in the world? Did the Pakistani authorities think that he was travelling between the New York City and the Long Island? Why did Pakistan military regime endanger the life of the Ambassador?

Venezuelan President Hugo Chavez threatens to tighten the screws on foreign milk plants such as Parmalat and Nestle to ease shortages.
"It's no use for us to be setting up plants (if) then there is no milk for the plants because Parmalat or ... Nestle take it all away," Chavez said. "That's where I say this government has to tighten the screws."
Chavez warned the Italian and Swiss companies of expropriation since they "blackmail, offering money up front" to ensure a milk supply for export.
Chavez further said that his government is facing an 'economic conspiracy' ahead of state and local elections in November and his opponents plot against him by hoarding supplies.

Iran to pay for Turkmen gas in euro
The head of Iran's National Gas Company says Tehran and Ashgabat will soon finalize an agreement to pay for future gas deals in euros.
Reza Kasaizadeh said Iran had earlier called for a switch from dollar to euro in its payments for imported gas from Turkmenistan, adding, "They were not initially interested, but they finally agreed."
He said a draft agreement has been prepared in this regard which will soon be signed by the two countries.
Iran halted all its oil deals in dollars in early December. Iran and Venezuela had also proposed at an Organization of Petroleum Exporting Countries (OPEC) February summit that oil should be priced in non-dollar currencies.
Kasaizadeh, who was speaking at a Tuesday news conference, said Iran would file a lawsuit against Turkmenistan for a cut in its gas exports to Iran during a cold snap in December 2007.
He did not say when Turkmenistan planned to resume gas flow to Iran.

Australian scientists claim pregnancy can mildly impair a woman's memory, a condition which lasts at least a year after childbirth.
According to the article published in the Journal of Clinical and Experimental Neuropsychology, memory loss during pregnancy was subtle and particularly involved new or challenging memory tasks or those that would require multitasking.
Scientists say the memory deficits caused by pregnancy are similar to those found when comparing a healthy 20-year-old with a healthy 60-year-old.
Findings showed regular, well-practiced memory tasks such as remembering phone numbers of friends and family members were unaffected during pregnancy.
Scientists believe hormone shifts, lifestyle changes and sleep deprivation during pregnancy may be the cause of the problem.

Mikulski's senatorial career is so done. I called her office and told them I was gonna work for that consequence.
I voted for Edwards and 1 Edwards delegate (only one committed to him), 2 uncommitted and 2 each for Clinton and Obama. At 10 am, the parking lot was full and a line of 3 waiting for 12 booths and so were the precincts I passed on the way to work.
My son, voting for Obama, in Virginia said that the recreation football team he plays on has a bunch of conservative good ole boys. They told him they are voting for Obama. When he asked them why they said its because he's not Hillary and thought he leaned right of center. I hope it's a strategy and not true.

Major lenders put freeze on foreclosures
A hold has been put on foreclosure proceedings to give lenders time to work out delinquency solutions.
Six of the nation's largest mortgage lenders have temporarily stopped foreclosure proceedings, it was announced Tuesday, in a joint effort to cool the raging foreclosure crisis.
Under a new program, called Project Lifeline, legal efforts to oust seriously delinquent borrowers from their homes will be postponed for 30 days. During that time lenders and borrowers will try to work out payment options on a case-by-case basis.
Project Lifeline will not be confined to borrowers with adjustable rate mortgages (ARMs), according to the prepared remarks of Alphonso Jackson, Secretary of Housing and Urban Development (HUD), that accompanied the announcement of the program.
ARMs have recorded the highest rates of delinquencies but defaults for loans of all types have risen dramatically over the past couple of years.
"For many families, Project Lifeline will temporarily pause the foreclosure process long enough to find a way out. Loan modifications may follow. And, this program is not only available to subprime borrowers but to people with any kind of home mortgage," said Jackson.
The lenders already on board are Citigroup (C, Fortune 500), Countrywide (CFC, Fortune 500), Bank of America (BAC, Fortune 500), JPMorgan Chase (JPM, Fortune 500), Washington Mutual (WM, Fortune 500) and Wells Fargo (WFC, Fortune 500); more may sign up if Project Lifeline meets with success. The program was put together with the backing of Jackson, Treasury Secretary Henry Paulson and Faith Schwartz, director of Hope Now, the government-backed, foreclosure prevention coalition.
Paulson said the effort won't be a magic bullet.

The old John McCain talked about trying to do something about global warming and encourage renewable energy. And then his staff misled environmentalists who called to protest by telling them that he had voted for it.
The old John McCain once stood tall as a fearless leader on immigration, co-sponsoring a humane, bipartisan reform bill with Ted Kennedy. The new John McCain, when asked during a recent GOP debate whether he would support his own proposal, replied: "No, I would not." In other words, he was for his core beliefs before he was against them.
