WASHINGTON (AP) - A recently installed Interior Department official has revived stalled negotiations between the government and an Indian tribe over management of Montana's National Bison Range.

The Fish and Wildlife Service and the Confederated Salish and Kootenai Tribes have been at odds over daily management of the range, which is owned by the agency but lies within the boundaries of the Flathead Indian Reservation.

Lyle Laverty, Interior's new assistant secretary for fish and wildlife and parks, wrote in a Nov. 26 memo to regional Fish and Wildlife Service officials that lack of resolution on the issue is ''distracting us from our mission.''

He ordered the officials to work with third-party facilitators and resolve the issue by March 28.

''Let's bring this issue to closure!'' Laverty wrote.

Part I of this series explored the long-term involvement of two men -- GOP consultant Bill Canary and Alabama Attorney General William Pryor -- in the events leading to the imprisonment last summer of former Alabama Democratic governor Don Siegelman.

That train of events began in 1998, when Canary managed Pryor's campaign for re-election as Alabama attorney general. Immediately afterwards, Pryor began the investigation of Siegelman that eventually led to the newly-elected governor's conviction on corruption charges in 2006.

Canary's wife, Leura Canary, federalized Pryor's investigation in 2001, after President George W. Bush appointed her as US Attorney for the Middle District of Alabama. Closely tied to Pryor, whose campaign was advised by her husband, Canary also appointed the wife of the Attorney General's lawyer and close advisor, Christopher Weller, as her first assistant.

As Canary's investigation proceeded, Siegelman's potential Republican challengers began to hammer him hard on ethics issues, drawing heavily on leaks from the Pryor and Canary investigations to do so. In a letter to the Department of Justice requesting Leura Canary's recusal, Siegelman's lawyer noted that he had traced the leaks to a source in Bill Canary's office. There is no evidence that the Justice Department ever investigated any of these leaks.

In the 2002 race for Alabama governor, Bill Canary advised the campaign of Siegelman's Republican opponent, Rep. Bob Riley. Pryor ensured Riley's victory in that extremely close race when he declared that unsealing the ballots for a recount would be a crime.

Yeah, either Atrios or Greenwald pointed out on Sam's Sunday show, IIRC, that Harry Reid didn't have the same response when Chris Dodd, a DEMOCRAT!, tried to put a hold on a bill. Since the relaxing of FCC and anti trust rules, and the tele communications act of 1996, the studios were able to buy out and shut down their competetion. As a result they call the shots for writers, artists and creators, it has become their way or the highway. With only six companies controling media, thousands of independent studios and production companies have dissapeared. As a result they are controlling all that we see and hear ( like the control voice from the Outer Limits ). That's why the writers strike is so important. The Media companies want to have all the profits and drive down labor's income to third world levels. As well as ship jobs to third world and other markets. I've seen it first hand in animation, companies like Hana Barbera and others were bought up and shut down. I and hundreds of other animation artists found our work pool shrinking and becoming more coporate, and the trend continues in all walks of the American job market.

FREDERICKSBURG, Va. -- President Bush worked to reassure Americans on Monday about the economy but said "there's definitely some storm clouds and concern" because of the nation's credit crunch and mortgage problems.

"But the underpinning is good," Bush told business and community leaders at a gathering of Rotary Club members.

"We've had a pretty good economic run," the president said in a speech intended to show he is aware of the public's edgy mood these days. Consumer confidence has eroded as turmoil in the housing and credit market have battered the economy.

Bush tried to position himself as an advocate for working families by taking aim at his favorite target: the Democratic Congress.

"The Congress cannot take economic vitality for granted," Bush said.

"The most negative thing Congress can do in the face of economic uncertainty is to raise taxes on the American people," Bush said.

The audience of roughly 80 people listened to Bush with respectful silence. Yet a line that normally gets him applause - "I'll veto any tax increase" - drew no reaction at all.

Bush chose to highlight positive economic news, such as job growth. "People are working; productivity is high," Bush said.

He acknowledged the nation's major economic woes - mainly the housing and credit crunch - in the context of explaining what his administration is doing to help.

Broadly speaking, the serious contenders for the Democratic nomination are offering similar policy proposals — the dispute over health care mandates notwithstanding. But there are large differences among the candidates in their beliefs about what it will take to turn a progressive agenda into reality.

At one extreme, Barack Obama insists that the problem with America is that our politics are so “bitter and partisan,” and insists that he can get things done by ushering in a “different kind of politics.”

At the opposite extreme, John Edwards blames the power of the wealthy and corporate interests for our problems, and says, in effect, that America needs another F.D.R. — a polarizing figure, the object of much hatred from the right, who nonetheless succeeded in making big changes.

Over the last few days Mr. Obama and Mr. Edwards have been conducting a long-range argument over health care that gets right to this issue. And I have to say that Mr. Obama comes off looking, well, naïve.

The argument began during the Democratic debate, when the moderator — Carolyn Washburn, the editor of The Des Moines Register — suggested that Mr. Edwards shouldn’t be so harsh on the wealthy and special interests, because “the same groups are often responsible for getting things done in Washington.”

Mr. Edwards replied, “Some people argue that we’re going to sit at a table with these people and they’re going to voluntarily give their power away. I think it is a complete fantasy; it will never happen.”

This was pretty clearly a swipe at Mr. Obama, who has repeatedly said that health reform should be negotiated at a “big table” that would include insurance companies and drug companies.

Conyers, Kennedy Join Push for Special Prosecutor

When news broke that the CIA had kept videotapes showing torture of detainees secret and then secretly destroyed them, Sen. Joe Biden (D-DE) was fast out of the gate: the scandal "leads right into the White House," he said, and the need for a special prosecutor was clear.

But that was about it. Senate Intelligence Committee Chairman Jay Rockefeller (D-WV) was quick to dismiss the need for one, saying that Congressional inquiries were enough. And the hard-charging investigation led by the House intelligence committee seemed to indicate that might be true. When Rep. Rush Holt (D-NJ), a member of the House intelligence committee, wrote Attorney General Michael Mukasey to formally request the appointment of a special prosecutor, expectations were low.

As expected, Mukasey said no. Or as he put it in a letter to Congress Friday, "I am aware of no facts at present to suggest that Department attorneys cannot conduct this inquiry in an impartial manner."

But with the Department rebuffing Congressional inquiries, Rockefeller's rationale has been turned on its head. The momentum seems to have shifted.

On Friday, House Judiciary Committee Chairman John Conyers (D-MI) said in a statement that Mukasey's "disturbing" refusal to answer Congressional questions about the tapes' destruction "calls into question whether the Department of Justice is best able to investigate these matters.”

And the same day, Sen. Ted Kennedy (D-MA) echoed Sen. Biden's comments from the week before.

Put all that together and you now have the chairman of the House Judiciary Committee and two prominent members of the Senate Judiciary Committee leaning towards a special prosecutor. Whether that momentum builds any more depends largely on how successful the House intelligence committee is in defying the Justice Department's attempt to stifle its investigation. Senate Majority Leader Harry Reid (D-NV) has said that he would call for a special prosecutor if the committee's don't get cooperation.

Broadly speaking, the serious contenders for the Democratic nomination are offering similar policy proposals — the dispute over health care mandates notwithstanding. But there are large differences among the candidates in their beliefs about what it will take to turn a progressive agenda into reality.

At the opposite extreme, John Edwards blames the power of the wealthy and corporate interests for our problems, and says, in effect, that America needs another F.D.R. — a polarizing figure, the object of much hatred from the right, who nonetheless succeeded in making big changes.

Over the last few days Mr. Obama and Mr. Edwards have been conducting a long-range argument over health care that gets right to this issue. And I have to say that Mr. Obama comes off looking, well, naïve.

The argument began during the Democratic debate, when the moderator — Carolyn Washburn, the editor of The Des Moines Register — suggested that Mr. Edwards shouldn't be so harsh on the wealthy and special interests, because “the same groups are often responsible for getting things done in Washington.”

Mr. Edwards replied, “Some people argue that we’re going to sit at a table with these people and they’re going to voluntarily give their power away. I think it is a complete fantasy; it will never happen.”

This was pretty clearly a swipe at Mr. Obama, who has repeatedly said that health reform should be negotiated at a “big table” that would include insurance companies and drug companies.

O.K., more seriously, it’s actually Mr. Obama who’s being unrealistic here, believing that the insurance and drug industries — which are, in large part, the cause of our health care problems — will be willing to play a constructive role in health reform. The fact is that there’s no way to reduce the gross wastefulness of our health system without also reducing the profits of the industries that generate the waste.

As a result, drug and insurance companies — backed by the conservative movement as a whole — will be implacably opposed to any significant reforms. And what would Mr. Obama do then? “I'll get on television and say Harry and Louise are lying,” he says. I'm sure the lobbyists are terrified.

As health care goes, so goes the rest of the progressive agenda. Anyone who thinks that the next president can achieve real change without bitter confrontation is living in a fantasy world.

Which brings me to a big worry about Mr. Obama: in an important sense, he has in effect become the anti-change candidate.

There’s a strong populist tide running in America right now. For example, a recent Democracy Corps survey of voter discontent found that the most commonly chosen phrase explaining what’s wrong with the country was “Big businesses get whatever they want in Washington.”

And there’s every reason to believe that the Democrats can win big next year if they run with that populist tide. The latest evidence came from focus groups run by both Fox News and CNN during last week’s Democratic debate: both declared Mr. Edwards the clear winner.

But the news media recoil from populist appeals. The Des Moines Register, which endorsed Mr. Edwards in 2004, rejected him this time on the grounds that his “harsh anti-corporate rhetoric would make it difficult to work with the business community to forge change.”

And while The Register endorsed Hillary Clinton, the prime beneficiary of media distaste for populism has clearly been Mr. Obama, with his message of reconciliation. According to a recent survey by the Project for Excellence in Journalism, Mr. Obama’s coverage has been far more favorable than that of any other candidate.

So what happens if Mr. Obama is the nominee?

He will probably win — but not as big as a candidate who ran on a more populist platform. Let’s be blunt: pundits who say that what voters really want is a candidate who makes them feel good, that they want an end to harsh partisanship, are projecting their own desires onto the public.

And nothing Mr. Obama has said suggests that he appreciates the bitterness of the battles he will have to fight if he does become president, and tries to get anything done.

ANKENY, Iowa (Reuters) - In Iowa's unpredictable Democratic presidential scramble, a voter's second choice can be as important as the first -- and ultimately could make the difference in a tight race.

Under the arcane rules in Iowa's Jan. 3 contest, which opens the state-by-state race to choose candidates for the November 2008 election, Democratic contenders are required to muster support from at least 15 percent of the attendees in each precinct to be considered viable.

If a candidate cannot reach that threshold, his backers can switch to a second choice. This is a potential boost for leading contenders Barack Obama, John Edwards and Hillary Clinton, whose campaigns have worked hard to identify and court supporters of second-tier contenders.

In many precincts, supporters of candidates like New Mexico Gov. Bill Richardson, Ohio Rep. Dennis Kucinich or U.S. Sens. Joseph Biden of Delaware and Chris Dodd of Connecticut could find themselves free agents looking for someone else to back.

The phenomenon could be another hurdle for Clinton in Iowa, as polls show Edwards, the former U.S. senator from North Carolina, and Obama, a first-term Illinois senator, gain slightly more second-choice voters.

"The question of viability and second choices is a huge wild card, particularly in a very close race," said Gordon Fischer, former chairman of the Iowa Democratic Party and an Obama supporter.

The Illinois Sierra Club and American Bottom Conservancy failed to show that Madison's approval process for a landfill near the Cahokia Mounds State Historic Site was ''fundamentally unfair,'' the Illinois Pollution Control Board ruled Dec. 6.

The St. Louis suburb, which approved the landfill in February, would get roughly $1 million a year in fees from Houston-based Waste Management Inc., the nation's largest garbage hauler.

The Foreign Intelligence Surveillance Act (FISA), born after the Watergate scandal, establishes how the government can secretly eavesdrop on Americans in their own country in intelligence investigations. It was originally passed to allow the government to collect foreign intelligence information involving communications with "agents of foreign powers."

Today, however, the federal government is exploiting this once-narrow exception to make an end-run around the Constitution. The USA Patriot Act, passed by Congress in 2001 and re-authorized in 2006, expanded FISA to allow the government to obtain the personal records of ordinary Americans from libraries and Internet Service Providers, even when they have no connection to terrorism. Adam-ondi-Ahman (sometimes clipped to Diahman) is a historic site along the east bluffs above the Grand River in Daviess County, Missouri. According to The Church of Jesus Christ of Latter-day Saints (LDS Church), it is the site to where Adam and Eve were banished after being cast out from the Garden of Eden and will be a gathering spot for a meeting of the priesthood leadership, including prophets of all ages and other righteous men, prior to the Second Coming of Jesus Christ.

It was the proposed site for a Latter Day Saint temple (which was never built) and a flash point in the Mormon War to evict the Mormons from Missouri.

After the Mormons were evicted, the site was renamed Cravensville and was the site of a skirmish on August 4, 1862, in the American Civil War in which six Confederate soliders were killed with 10 Confederates wounded and five Union soldiers wounded when Union troops attempted to stop Confederate reinforcements in the First Battle of Independence.[1]

Most of the site is now owned by the LDS Church and it remains predominantly farmland.

General urges caution in Baghdad pullout

WASHINGTON - Though violence in Iraq has declined, withdrawing U.S. troops too quickly would spell failure in some parts of the capital, a top general said Monday.

Maj. Gen. Joseph Fil, commander in Baghdad, said progress made toward securing the city in recent months is "fledgling, fragile and not guaranteed."

He said that although violence is down, it has dropped because the troop buildup ordered by President Bush in January has made it possible to have a "force presence that is almost throughout the city" — that is, coalition and Iraqi forces, supplemented by so-called "Concerned Local Citizens."

"There is absolutely a risk of going too quickly," he told a Pentagon press conference by video hookup from Baghdad. "It's clear that pulling out too quickly, before the Iraqis are truly able to take over these areas independently, would be very risky and there are some areas in the city where, at this point, it would fail."

Attacks in Iraq are at their lowest levels since the first year of the American invasion in 2003, finally opening a window for reconciliation among rival sects, Lt. Gen. Ray Odierno, the No. 2 commander in Iraq, said Sunday.

Pentagon officials said Monday that there are now about 160,000 U.S. troops in Iraq, about 30,000 more than in January. Commanders are planning to draw down the number to about 135,000 by July. Although Bush has not committed yet to going lower, Defense Secretary Robert Gates has expressed hope it could drop to 100,000 by next December.

Fil said he's comfortable with the current plan, which is "simply thinning the ranks ... in areas that are going well."

"There is no question in my mind that an immediate pullout too quickly would be a serious threat to stability in Baghdad," he said.

He said that although al-Qaida fighters "are not controlling any part of Baghdad," they are still "lurking in the shadows." Criminal networks also remain "very potent threats." And coalition forces are still working in the east of the city against "special groups" — Shiite militants backed by Iran.

I have called her office numerous times and she sent me a letter concerning her position on immunity. I'd provide some excerpts but it's on my desk at home. Cenk and weird convo with Wes Clark jr.

I tend to give kudos to Cenk for trying to carry on without his ex partners but I was listening recently to a conversation he was having with Wes Clark Jr. Cenk was wondering aloud why people who are going to commit suicide don't go out with a bang and get a bunch of strippers first. Wes Jr. was sort of incredulous that Cenk couldn't wrap his own head around the idea that people who are suicidal aren't really interested in that kind of fun. I don't know. I think Cenk was trying to be funny. And on the other hand it was kind of weird.
