Doctors administered an electrical shock to Vice President Dick Cheney's heart and restored it to a normal rhythm during a 2 1/2 hour hospital visit Monday. The procedure was described as a low-risk, standard practice. Cheney, 66, went home from George Washington University Hospital and was expected back at work on Tuesday.
Cheney, who has a history of heart problems, was discovered to have an irregular heartbeat around 7 a.m. when he was seen by doctors at the White House for a lingering cough from a cold. He remained at work throughout the day, joining President Bush in meetings with Mideast leaders.

Recently the Canadian Supreme Court refused to hear appeals on the denial of refugee status for two US military Iraq war resisters that were among the firs to flee to Canada: Jeremy Hinzman and Brandon Hughey. I have had the opportunity to meet both of these brave and honorable young men on my many trips to Canada imploring the government and the people to accept our war resisters as our Northern Neighbors have done in the past. With 64.6% of Canadians supporting allowing our Iraq war resisters to stay, this situation is another example of how governments simply refuse to listen to their citizens.
When I met with leaders of the separatist party, the Bloc Quebecois, they were very sympathetic but outlined their reasons for not supporting resolutions to grant our resisters amnesty, refugee status or asylum. The Bloc has since changed their policy and do support giving our war resisters amnesty, but their past reasoning can help us understand what is happening up North.

sept10_polls_klein2.jpgI’ve spent all morning on the phone trying to figure out who the editor at Time Magazine was on Joe Klein’s FISA column (the one Klein has now written about five times, fully admitting he never read the original bill). I finally confirmed that the editor was Priscilla Painton, and called her and identified myself. I asked her what the editing process was, and how a piece with so many errors made it into print.
“That assumes that there are errors,” she said. And hung up on me.
Her number is 212-522-2022.
Her boss is Time’s Managing Editor Rick Stengel. Tomorrow is the magazine’s deadline to issue a correction in the print edition that will appear in two weeks (not that the damage hasn’t already been done).
Meanwhile, the editor of Time.com is Josh Tyrangiel, the former music editor who is responsible for issuing an online correction to the piece — which hasn’t been done yet either.
I guess now we know why.

Cops: McDonald's Workers Attacked by Cross-Dressers
MEMPHIS, Tenn. — A troublesome trio of transvestites allegedly laid siege to a Memphis McDonald's restaurant Sunday night, sparking a brawl with the restaurant's crew, according to reports. Police said they were working on a more detailed description of three men dressed in drag who came into a McDonald's restaurant and started swinging.
Restaurant employee Martez Brisco was working the drive-through window when he reportedly got into an argument with the suspects. When Brisco ignored them tapping at the window, they came in. "They come to the window, 'Tap, tap, tap.' I'm still ignoring them," Brisco told WMC-TV. "I guess that just pissed them off worser."
The transvestites allegedly struck the manager with a tire iron, and when he swung back, the drag queens took off their stiletto boots, removed their earrings and prepared to attack. The manager, Albert Bolton, was covered with scratch marks after suspects clawed him with their fingernails.
Bolton grabbed a pot of scalding french-fry grease and hurled it at his attackers. One of the cross-dressers then smacked Bolton with a wet floor sign, sending him to the hospital in an ambulance, WMC-TV reported. Before driving off, the three attackers smashed the drive-through window.

Iraqi Constitution Requires Parliament to Approve Long-Term U.S. Presence

Yesterday, General Douglas Lute, a top Iraq adviser to President Bush, said that the administration didn't require Senate ratification for its forthcoming long-term security guarantee to the Iraqis. It's unclear whether that's true, and I'll tell you more as soon as I know it. But even if it is, the Iraqi constitution stipulates that Iraq's parliament has to ratify any such agreement. And the Iraqi parliament is a lot more hostile to the idea of hosting U.S. troops indefinitely than the U.S. Senate is.
Take a look at Article 58, Section 4 of the Iraqi constitution. It stipulates that the Iraqi parliament shall ratify "international treaties and agreements by a two-thirds majority." Whether or not President Bush and Prime Minister Maliki can finagle the deal so that it's not a treaty -- as Lute suggested yesterday -- it most certainly is an "agreement."
And it's hard to see the votes for a two-thirds parliamentary majority.
In May, 144 out of 275 parliamentarians signed a petition calling for a phased withdrawal of U.S. forces. Convincing those same parliamentarians that they should vote for an indefinite U.S. presence is made an even harder sell when considering that Maliki is dishonestly selling his deal with Bush as meaning an end to the occupation. If there was any doubt about Maliki's strategy to push the security deal through despite popular and parliamentary opposition, one of his senior aides told the Los Angeles Times that, in the paper's paraphrase, "what was being discussed was a phased withdrawal of U.S. forces in the next few years." Score one for full-on bamboozlement.
But just because, procedurally, Maliki would be constitutionally obligated to seek parliamentary ratification is no guarantee that he will. After all, he helms a government that, among other abuses of power, tortures and assassinates corruption judges for investigating his cronies. So the rule of law isn't much of a prophylactic for the Iraqi premier. But if Maliki contravenes his own constitution in order to give President Bush an enduring U.S. troop presence in Iraq, that'll at least undercut the Bush administration's pledge that it seeks this new "normalized" relationship in order to "Respec[t] and uphol[d] the Constitution as the expression of the will of the Iraqi people and stan[d] against any attempt to impede, suspend, or violate it."

Sen. Arlen Specter yesterday said it was his understanding that new regulations on lobbying by ex-lawmakers played a significant role in Sen. Trent Lott's decision to retire, contradicting what the Mississippi senator told reporters in his home state.
If he steps down at the end of the year, Mr. Lott, a Republican, will be able to begin lobbying after just a year's wait, rather than two.
Mr. Specter suggested Mr. Lott has been experiencing "financial problems" since Hurricane Katrina destroyed his beachfront home in Pascagoula, Miss., in 2005. Soon after, he involved himself in a class-action legal dispute with State Farm Insurance, claiming the wreckage was caused primarily by the high winds and not by flooding. Many homeowner's policies don't cover flood damage but will cover wind damage.
Mr. Specter said the early retirement would allow Mr. Lott to make more money than he does now, and even said that it's not easy for a senator to make ends meet on the $165,000 base salary, noting that most of them have to keep two homes -- one in their home states and one in or near Washington, D.C.
"I'm sorry to see him leave," Mr. Specter said in Pittsburgh yesterday.
Mr. Specter said he has no intention of pursuing Mr. Lott's to-be-vacated post as GOP whip in the Senate, but added that he's expecting fierce competition for the spot.
"The maneuvering has already started for that," he said. "I got two telephone calls already this morning."

Hastert leaves....
Former House Speaker Dennis Hastert resigned from Congress Monday, formally setting in motion a rare special election to succeed him.
The veteran lawmaker said the timing of his resignation was based on the advice of attorneys, with the aim of saving taxpayers money on election costs.
Hastert suggested the special primary election to fill out the remainder of his term could be held on Feb. 5, the same day as Illinois' regular primary election, which will decide nominees for Hastert's long-term replacement as well.

Under state law, it's up to Gov. Rod Blagojevich to call a special election, and he has to set the date within five days of Hastert's resignation, which took effect at 10:59 p.m. Monday. By law, the seat must be filled within 120 days.
If Blagojevich chooses, there could be two primaries for Hastert's seat on Feb. 5 -- one for the short-term vacancy and one for the term that begins in January 2009. Just as for the regular primary, candidates will have to file candidacy petitions to get on the special primary ballot.
The dual nature of the campaigning -- for the special election and the regular primary -- may become costly for candidates, who will be forced to intensify their efforts because it is unlikely that a primary voter would vote for two separate candidates for the same office to cover different time spans.
Hastert said he had no immediate career plans but expects to devote time to creating the Hastert Center for Economics, Government and Public Policy at Wheaton College, his alma mater. The school also will house a library collection of his congressional papers.
Hastert, the longest-serving GOP House speaker, said he had not explored job opportunities because of the potential for conflicts of interest while still a member of Congress.
"I'm going to talk to some folks. I may serve on some boards. I really don't know," Hastert said. But, he said, he had no plans to eventually lobby his former colleagues after what he said was a two-year ban on such activities by ex-House members.
