How well are the State Department's anti-corruption efforts in Iraq managed? Don't ask Condoleezza Rice.
Rep. John Tierney (D-MA) laid it all out. Not only are there duplicative U.S. offices in Baghdad to oversee anti-corruption efforts -- the Anti-corruption Working Group and the Office of Accountability and Transparency, to name two -- but coordination is so bad that the OAT for months boycotted the meetings of the AWG. Rice said she was "not aware" of that.
Another point she wasn't aware of: OAT has had, according to Rep. Tierney, four acting or permanent directors in the past ten months alone. The most recent one isn't a diplomat or a trained anti-corruption official at all, but rather a "paralegal" who works at the U.S. embassy. "I should get back to you with a sense of how we manage these programs," she replied......

Check out this report of what happened when Horowitz spoke at Emory University last night (Oct. 24):
David Horowitz stopped his own speech mid-way through his event at Emory University, and in typical fashion is claiming to be the victim of the "fascist left". The headline on IncorrectU.com is already screaming "Leftists Force Horowitz from Stage & Shut Down Free Speech at Emory!!!" Let's be honest: he walked off the stage himself and decided not to return, due to the overwhelming opposition being expressed in the auditorium.
Tuesday's edition of the Emory Wheel published a half-page ad announcing Islamo-Fascism Awareness Week and inviting the public to attend David Horowitz's speech Wednesday night. In a previous edition of the Wheel, College Republicans stated that they hadn't invited Horowitz to speak at Emory, but he had actually invited himself.
When people arrived at the auditorium, there were flyers and orange armbands being passed out, but many people had already gotten flyers earlier in the week on campus and were already wearing orange. Some people also wore green based on the Facebook campaign to show solidarity with Muslims that day. The College Republicans had a table at the entrance and were informing people that if they wanted to ask questions, they were to write them down on index cards and turn them in - that people would not be allowed to directly pose questions after the speech.
The lecture hall was filled with at least 200 people, about 80% of whom were in opposition to Horowitz. Most were wearing orange armbands, creating a visible presence of opposition in the room. A member of Veterans for Peace had 2 large posters with pictures of Iraqi children killed by the U.S. war and occupation. A couple of other people had posters, one saying "Dissent Free Zone, Brought to You by David Horowitz", and another with pictures from Abu Ghraib and Guantanamo with the caption, "Islamo-Fascism??" The crowd was a mix of mostly undergraduate and graduate students from Emory with some from other colleges, faculty, political activists, Black Muslims from a local Mosque, and the general public. There was a large presence of Muslim students.
When Horowitz came onto the stage, he was met with a combination of applause and loud booing. As he started his speech, several people sequentially stood up and turned their backs to the speaker. Signs pinned on their backs had the international no symbol over the words IFAW. As he continued his speech, different people in the audience interjected questions and corrections. More people stood up and turned their backs, and this emboldened others in the audience to continue to challenge Horowitz as he spoke. Horowitz was visibly taken aback by the opposition and stopped his speech several times, having difficulty getting back on track. His retorts to the audience consisted of childish name calling, disparaging the IQ of the audience. Some people in the crowd vocally opposed the disruptions and called for silence.
This went on for about 20 minutes, at which point there were about 25 people standing with their backs turned. The campus security then stopped the program and announced that if people didn't sit down or move to the back of the auditorium, they would be escorted out. At that point, one person shouted "Everyone stand up & they can't haul us all out!" Others echoed the same sentiment, and several people said, "Don't Taser Me, Bro." About 20 or 30 more people stood up and turned their backs. This created a lot of turmoil and heated discussion throughout the room. During this period, Horowitz walked off the stage. A chant broke out, "Racist, Sexist, Anti-Gay, David Horowitz Go Away". After a few minutes, a College Republican came on stage and announced that David Horowitz decided that he would not continue his speech, and they ended the event.
Horowitz could have continued despite the vocal opposition, as other speakers on the IFAW tour apparently have done this week under similar circumstances. It was clear that the majority of the audience was determined to continue interacting with him throughout his speech, since there was not going to be an open question and answer period at the end.
Many small group debates broke out at that point, with the main question being whether it was good or bad that people weren't able to hear Horowitz's entire speech. People with a deep understanding of who Horowitz is and his agenda of playing the victim while organizing attacks on dissent and critical thinking on campuses, creating a pogromist atmosphere against Muslims, and preparing the groundwork for war on Iran, argued that it was crucial to expose his lies and demand that he answer to what the United States is doing to people here and around the world. Others, while opposed to Horowitz's position, argued that they still had wanted to hear what he had to say in person, and were very upset that they were prevented from doing so. Some thought that his right to free speech had been violated, and that this would taint Emory's reputation. Others were overjoyed and inspired by the strength of the opposition.
In one group discussion, someone summed up that "I think what happened was fine, because if Horowitz continued his speech he would have told more lies, selectively chosen the questions to answer, and then instead of this controversy, people would have been outside in the hallway complaining about the fact that their voices weren't heard."
David Horowitz's immediate blog on Frontpagemag.com concluded, "Universities like Emory are paying the price of not taking care of the important task of establishing a campus decorum appropriate to civilized discussion. As I have said many times, there should be zero tolerance for disrupters at campus events, and that means a sufficient police presence to eject the barbarians when they enter the gates."
Just as with everything David Horowitz puts out, this statement must be critically dissected. There are 3 things to say about this:
The required "campus decorum for civilized discussion," in the world according to Horowitz, includes free reign for his claims that Blacks owe a debt to white America for slavery and that the Muslim Student Association is a front for Islamo-Fascist Jihad; Ann Coulter's statements that in the "war on terror" we should "invade their countries, kill their leaders and convert them to Christianity" and Rick Santorum's calls to eliminate birth control and keep women out of the workforce. And of course, "civilized discussion" cannot include critiques of the official history of this country and its current role in the world, or Israel's treatment of the Palestinians as expressed by Ward Churchill and Norm Finkelstein or any of the other "dangerous" professors targeted for removal from their universities.
The policy of "zero tolerance for disrupters", in the world according to Horowitz, does not extend to College Republicans who answer his call to sit in at Women's Studies departments during IFAW.
"Sufficient police presence to eject the barbarians when they enter the gates" amounts to nothing less than a call for pre-emptive police powers to clamp down on any potential dissent.

Just so we're clear, the debate isn't between passing some potentially sensible modifications to the FISA legislation and doing nothing. The debate is between letting George Bush own the debate or not. Here's what's going on:
George Bush says "Give me everything I want, including retroactive immunity for telecom companies for breaking the law or I'll veto it."
Democrats then have a choice. They can send him more reasonable legislation, at which point he vetoes it and says the Democrats are going to let Al Qaeda eat your babies. Subsequently, they can either point out that George Bush vetoed the anti-Al Qaeda baby cannibalism bill or they can scamper like cowards and give him everything he wants.
Or they can just give him everything he wants right away.
This isn't about sensible FISA adjustments, this is about whether George Bush gets the power to do whatever the hell he wants because the Democrats in Congress think the best way to be strong is cave into the bullying of Mr. 24%.

$38 Million Computerized Accounting System Proving Useless in Iraq
A $38 million U.S. effort to create a computerized accounting system for the Iraqi government has been suspended because the Ministry of Finance there has continued to use a paper system, according to the latest report of Stuart W. Bowen Jr., the special inspector general for Iraq reconstruction.
"Nobody noticed" when the computerized Iraq Financial Management Information System was inoperable for a month, and no one relies on it to produce reports, Bowen said in a report released by his office yesterday.
Bowen's statement follows a disclosure earlier this month by the Government Accountability Office that $8 million was spent to train about 500 Iraqi government employees in various ministries to use the computerized system, but the Finance Ministry refused to drop its paper spreadsheets.
Installation of the new accounting system was halted last May when a British contractor and his security team were kidnapped from the Ministry of Finance office, located outside the protected Green Zone where many international officials live and work.
Bowen reported that despite the substantial U.S. investment in the system, the U.S. Embassy in Baghdad "does not have a firm plan or strategy for addressing the next steps in the development of the system."

White House Offers Surveillance Documents to Senate Judiciary Leaders
The White House has offered leaders of the Senate Judiciary Committee access to legal documents related to the National Security Agency’s warrantless surveillance program, senators said Thursday.
But Senate Judiciary Chairman Patrick J. Leahy, D-Vt., said while the White House had offered the documents to both him and the panel’s ranking Republican, Arlen Specter of Pennsylvania, he was pushing for the entire committee to receive access to the documents. But shortly after Spears, 25, arrived at the hotel she was seen crying in the hotel's bathroom, according to TMZ.com.
Spears' court-ordered parenting coach submitted her report this week and said the singer is disinterested in her two children, Sean Preston, 2, and Jayden James, 1.

Dear Peace & Justice Friends,
I’ve just received word that both the police and the Minutemen have been harassing the volunteers at the Chicano Park donation site all morning. The organizers there feel that it’s a clear case of racism, and they have asked for support from our community.
Specifically, they feel that more “mainstream” (read: Caucasian) volunteers at the site would lessen the harassment, so if you are one of these folks and can spend an hour or more volunteering at Chicano Park today, your time and presence would be greatly appreciated.

President Bush got a bird's eye look of the devastation wrought by wildfires this afternoon as he took an aerial tour of scorched Southern California.
"I fully understand that the people have got a lot of anguish in their hearts," Bush said before lifting off. "They just need to know a lot of folks care about them."
Bush, who arrived aboard Air Force One at Marine Corps Air Station-Miramar about 12:30 p.m., could be seen rolling up his shirt sleeves before joining Gov. Arnold Schwarzenegger and embarking on a chopper tour over a devastated area that's twice the size of New York City.
"We have some incredibly brave citizens who are risking their lives to protect people and property in California and we owe a great debt of gratitude to our nation's firefighters," Bush said.

PORTSMOUTH, N.H.—White House hopeful Sen. Barack Obama (D-Ill.) never served in the military. But at a town hall meeting, Obama said he would “take up arms myself” to prevent another 9-11 from happening.
The comment came during a wide-ranging question and answer session in Dover, N.H. where Obama also said he would have no trouble “going down low and throwing elbows” if opponents went after him.
Obama’s taking up arms remark came after woman, who said she was a Republican, told Obama that it is easy to criticize President Bush “but you’re not in office. How would you have handled that? What would you have done that was so different?”

I can only imagine how many more stories like this will be hitting the press. Labour really sold out to have Blair running the show. I would expect such anti-consumer/pro-business actions from a Tory (or a Republican in the US) but to have the Labour party acting so harshly against consumers is revolting. I think "revolting" pretty much sums up Tony Blair though.
Britain lobbied against European Union plans to impose price caps on mobile phone roaming rates which were put into place earlier this year, The Times reported on Thursday.
Citing government e-mails and minutes of meetings it obtained under the Freedom of Information Act, the newspaper said that the British negotiator regularly communicated with Britain's major mobile phone networks to keep them abreast of developments, and to discuss Britain's stance on the proposals.
Fortunately consumers won the battle and mobile roaming charges have plummeted since a new law kicked in, despite the efforts of the Blair government.

As the fires rage in California, here's an excerpt from a brilliant article and book by Mike Davis who showed part of what's behind these savage fires. Yes-there is a background and context to what we are seeing unfold in front of our eyes. Here is an except from the best book I have read on the subject.
Let Malibu Burn: A political history of the Fire Coast
Mike Davis
Fire in Malibu has a relentless, staccato rhythm. The rugged coastline is scourged by a large fire, on average, every two and a half years, and at least once a decade a blaze in the chaparral grows into a terrifying firestorm consuming hundreds of homes in an inexorable march across the mountains to the sea. In one week last month, 10 homes and 14,000 acres of brush went up in smoke.
menaced the Malibu area throughout the 19th century. During the boom of the late 1880s, the entire ex-Tapia latifundium was sold at $10 per acre to the Boston Brahmin millionaire Frederick Rindge. In his memoirs, Rindge described his unceasing battles against squatters, rustlers and, above all, recurrent wildfire. The great fire of 1903, which raced from Calabasas to the sea in a few hours, incinerated Rindge's dream ranch in Malibu Canyon and forced him to move to Los Angeles, where he died in 1905.
From the time of the Tapias, the owners of Rancho Malibu recognized that the region's extraordinary fire hazard was shaped, in large part, by the uncanny alignment of its coastal canyons with the annual fire winds from the north: the notorious Santa Anas, which blow primarily between Labor Day and Thanksgiving, just before the first rains. Born from high-pressure areas over the Great Basin, Santa Anas become hot and dry as they descend avalanchelike into Southern California. The San Fernando Valley acts as a giant bellows, sometimes fanning the winds to hurricane velocity as they roar seaward through the narrow canyons and rugged defiles of the Santa Monicas. Add a spark to the thick vegetation (frequently above 40 tons per acre in the Malibu area) on such an occasion, and an uncontrollable wildfire will result.
Less well understood in the old days, of course, was the essential dependence of the Santa Monicas' chamise chaparral, coastal sage scrub and live oak woodland upon this cycle of wildfire. Decades of research (especially at the San Dimas Experimental Forest in the San Gabriels) have given late 20th-century science vivid insights into the complex role of fire in recycling nutrients and ensuring seed germination. Conversely, science has established that it is accumulated growth that determines fire destructiveness. As fire ecologist Richard Minnich has said, "You can send an arsonist to Death Valley and he'll never be arrested."
Another revelation was the relationship between the age of vegetation and the intensity of a fire. Botanists and fire geographers have calculated that half-century-old chaparral, heavily laden with dead mass, burns with 50 times more intensity than 20-year-old chaparral. Put another way, an acre of old chaparral is the fuel equivalent of 75 barrels of crude oil. A great Malibu firestorm, therefore, may generate the heat of three million barrels of burning oil at a temperature of 2,000 degrees.
And such extreme fires can destroy the structure of the soil itself. A water-repellant layer is created that dramatically accelerates subsequent flooding and erosion. All of which means that "total fire suppression" — the official policy in the Southern California mountains since 1919 — is a futile, indeed disastrous, strategy that makes doomsdaylike firestorms and subsequent floods virtually inevitable by preventing the recycling of dead chaparral by more frequent small fires.
For a generation after Rindge's death, his widow, May, struggled to keep the family Shangri-la isolated and intact. Like one of the iron-fisted heroines played by a Barbara Stanwyck, the so-called "Queen of the Malibu" closed the ranch roads in 1917, strung barbed wire along the perimeter and posted armed fence riders with orders to "shoot to kill." In one famous episode, Rindge gunmen provoked a tense confrontation with deputy sheriffs after driving off a road-survey crew. Hysterical newspaper headlines warned of "Civil War in Peaceful Southern California!" Following one of the most protracted legal battles in California history, however, the courts granted the state a highway right of way across Rindge land. Opened to traffic in 1928, the Pacific Coast Highway gave Angelenos their first view of the magnificent Malibu coast and introduced a potent new fuse — the automobile — into the flammable landscape.
The indefatigable Mrs. Rindge continued to fight the road builders and developers in the courts, but the costs of litigation forced her to lease choice parts of Malibu Beach to a movie colony that included Jack Warner, Clara Bow, Dolores Del Rio and Barbara Stanwyck herself. The Colony's unexpected housewarming was a lightning-swift wildfire that destroyed 13 new homes in late October 1929. Exactly a year later, walnut pickers in the Thousand Oaks area accidentally ignited another blaze that quickly grew into one of the greatest conflagrations in modern Malibu history.
The 1930 Decker Canyon fire was a worst-case scenario involving 50-year-old chaparral and a fierce Santa Ana. Faced with a five-mile front of towering flames, 1,100 firefighters could do little except flee for their lives. As the firestorm unexpectedly wheeled toward the Palisades, there was official panic. County Supervisor Henry Wright, his nerves shaken by a visit to the collapsing fire lines, posted 100 patrolmen at the city limits to alert residents for evacuation. Should the "fire raging in the Malibu District get closer," he gasped, "our whole city might go." Fortunately, this apocalypse (which may have provided the idea for the burning of Los Angeles in Nathanael West's Day of the Locust) was avoided when the fickle Santa Ana abruptly subsided.
In hindsight, the 1930 fire should have provoked a historic debate on the wisdom of opening Malibu to further development. Indeed, a few months before the conflagration, Frederick Law Olmsted Jr. — the nation's foremost landscape architect and designer of the California State Park system — had advocated public ownership of at least 10,000 acres of the most scenic beach and mountain landscape between Topanga and Point Dume. Despite a further series of fires in 1935, 1936 and 1938, which destroyed almost 400 homes in Malibu and Topanga Canyon, public officials stubbornly disregarded the conservationist common sense of Olmsted's proposal. The county of Los Angeles, for example, squandered an extraordinary opportunity in 1938 to acquire 17,000 acres of the bankrupt Rindge latifundium in exchange for $1,100,000 in delinquent taxes. (At a mere $64 per acre, this might have been the deal of the century.)
I can't run all of this but suggest you read Davis's book for the story most of our media is not telling us.

Vice President Dick Cheney was caught dozing off on live television during an emergency cabinet meeting called on Wednesday to coordinate federal efforts to deal with the devastating California wildfires. "I believe the effort is well-coordinated," President Bush told reporters after the meeting, emphasizing that his administration is working to avoid the mistakes made with Hurricane Katrina.
Cheney was previously spotted napping in April 2006, during a press briefing by President Bush and Chinese President Hu Jintao. Although he insisted he had merely been looking down at some notes, photographs clearly showed him asleep, and there was speculation that he might be preparing to step down for medical reasons. Cheney was seen sleeping again during a meeting on Iraq in May 2006.

At the same time the House and Senate are reconsidering the Bush administration’s claim that it needs the power to tap all foreign phone calls without asking a court to issue a warrant, the American people got concrete evidence why limits on executive-branch power are built into the Constitution.
This month, the reality-based film “Rendition,” in which an innocent person is seized in the U.S. and tortured by a friendly government on the order of a well-meaning intelligence expert played by Meryl Streep, was released just days before Congress publicly apologized for the real-life “rendition” and torture of a Canadian citizen of Middle-Eastern descent, based on bad information. Just like the movie.
And, on Monday, a Texas jury rejected “terrorism” charges against the Holy Land Foundation, which was formerly the largest Muslim charity in the U.S. until it was shut down by presidential decree not long after Sept. 11, 2001. The Texas jury’s decision followed refusal to convict anyone by juries in Tampa and Chicago, in the two other major trials of supposed Palestinian “terrorism supporters” in the U.S. After hearing all the evidence, American jurors refused to convict on even ONE of the hundreds of individual charges brought against nearly a dozen defendants in these three major “terrorism” cases.
In these instances, the executive branch was certain it was right, but ordinary U.S. jurors - part of the system by which Americans check the power of their government - found the evidence lacking.

In Christianity, liberation theology is a school of theology that focuses on Jesus Christ as not only the Redeemer but also the Liberator of the oppressed. It emphasizes the Christian mission to bring justice to the poor and oppressed, particularly through political activism. At its inception, liberation theology was predominantly found in the Catholic Church after the Second Vatican Council.
