Outside View: Rebuilding arms control
Unilateralism was at the heart of the Bush administration’s foreign policy when it came to power in 2001. The administration quickly denounced a wide range of international agreements and ongoing negotiations, many of which had been created by years of U.S. leadership. ~snip~ Today all that remains of the limits on offensive nuclear forces and missile defenses are the START I and INF treaties, which are now the only accords that permit on-site inspections of nuclear forces and require consultative meetings. START I is set to expire in 2009, and the Bush administration has shown no interest in extending it. The 2002 Moscow treaty will reduce forces below START levels by 2012 but has no inspection provisions and will expire the day after the limits are reached. YIKES!!! ~ ~ ~ ~ ~ ~ ~ ~ Thanks everybody for all the great links and stories!

TACOMA — A man accused of having sex with a goat has been charged with animal cruelty. Charging papers say a witness saw 63-year-old Arthur Lawton having sex with a goat May 8 in a barn at Eatonville's Pioneer Farm Museum. Lawton missed a scheduled arraignment on Aug. 3, but has since turned himself in to Pierce County sheriff's deputies. He's the second person charged in the county since the Legislature made bestiality a crime in response to the fatal injury to a man having sex with a horse in Enumclaw. http://seattletimes.nwsource.com/html/localnews/2003830377_webgoatsex10m... webgoatsex10mSubmitted by MMRules on Tue, 08/14/2007 - 2:15am.

Of the $24.5 million raised by the PACs from January 2003 to December 2006, $242,000 -- or 1 percent -- was passed on to politicians, according to a Washington Post analysis of federal election reports. The PACs spent even less -- $151,236 -- on independent political activity, such as mailing pamphlets. by digby There's a ton of good coverage about Rove's resignation today all over the blogosphere, too many to link. But be sure to check around and read them all. Jane Hamsher wondered this morning what the press isn't telling us and it's a natural question. Considering the fact that Rove is currently under a cloud in a number of different scandals as Marcy Wheeler points out here, it's really not all that surprising that he would rather suddenly need to "spend more time with his family." (I can't believe they actually used that cliche when he has one kid who is in college.) There are many possibilities but I would love for him to be taken down for his vote-rigging schemes in the Department of Justice and what I suspect is his involvement in political spying. After all, it's been his MO since he started in politics. As I wrote earlier this year: My suspicion has always been that there was some part of this program --- or an entirely different program --- that included spying on political opponents. Even spying on peace marchers and Greenpeace types wouldn't seem to me to be of such a substantial departure from the agreed upon post 9/11 framework that it would cause such a reaction from the top brass, nor would it be so important to the president that he would send Gonzales and Card into the ICU to get Ashcroft to sign off on it while he was high on drugs. Donald Segretti Donald H. Segretti (born September 17, 1941 in San Marino, California) was a political operative for the Committee to Re-elect the President (Nixon) during the 1970s. Segretti ran a campaign of dirty tricks (which he dubbed 'ratfucking') against the Democrats. His actions were part of the larger Watergate Scandal. In 1974, Segretti pleaded guilty to three misdemeanor counts of distributing illegal (in fact, forged) campaign literature and was sentenced to prison. One notable example of his wrong-doing was a faked letter on Democratic presidential candidate Edmund Muskie's letterhead falsely alleging that U.S. Senator Henry "Scoop" Jackson, a fellow Democrat, had had an illegitimate child with a 17-year-old. In the 1976 film about Watergate, All the President's Men, Segretti was played by Robert Walden. Segretti was a lawyer who served as a prosecutor for the military and later as a civilian. However, his license was suspended for two years following his conviction. In 1995, he ran for a local judgeship in Orange County, California. However, he quickly withdrew from the race when his campaign awakened lingering anger over his involvement in the Watergate Scandal. In fact, that is when I decided to go DSL. And that is when Sam's staff was larger. Sam's doing alot of this alone now. Once in awhile Lauren will post a thread, but, it's almost all Sam now. I'm sure he is sleeping in today, after a double show yesterday. Remember, there is preparation time before the show so he is working b4 the show goes on. Reporters told to testify in leak case Judge: Reporters Must Reveal Sources in Anthrax Leak Case MATT APUZZO Aug 13, 2007 19:24 EDT Five journalists must identify the government officials who leaked them details about a scientist under scrutiny in the 2001 anthrax attacks, a federal judge said Monday. U.S. District Judge Reggie B. Walton ordered the reporters to cooperate with Steven J. Hatfill, who accused the Justice Department and FBI of violating the federal Privacy Act by giving the media information about the FBI's investigation of him. The reporters named in the opinion are Michael Isikoff and Daniel Klaidman of Newsweek, Allan Lengel of The Washington Post, Toni Locy, formerly of USA Today, and James Stewart, formerly of CBS News. Walton denied Hatfill's request to demand information from the media companies ABC, The Washington Post, Newsweek, CBS, The Associated Press, The Baltimore Sun and The New York Times. Hatfill's attorneys want the reporters to reveal the identities of law enforcement officials who were cited anonymously in stories about the investigation. The journalists gave depositions under a court order but refused to reveal their sources, arguing that the First Amendment and a federal common-law privilege shield them from having to disclose the names. Walton disagreed. He said District of Columbia federal courts have historically denied a common-law reporter's privilege and said he would not "bring into being such a privilege." Creating such a privilege in this case would have the "perverse effect" of handicapping a plaintiff whose good name was destroyed by government leaks, Walton said. The reporters' fear that testifying would chill the flow of information, Walton said, is outweighed by the Privacy Act lawsuit. Five people were killed and 17 sickened by anthrax that was mailed to lawmakers on Capitol Hill and members of the news media in New York and Florida just weeks after the Sept. 11, 2001, terrorist attacks. Hatfill, who worked at the Army's infectious diseases laboratory at Fort Detrick, Md., from 1997 to 1999, was publicly identified as "a person of interest" in the investigation by then-Attorney General John Ashcroft. The case remains unsolved. toniDSubmitted by Lucille on Tue, 08/14/2007 - 8:40am.

ACLU officials met with Justice Department officials yesterday to learn more about the administration’s surveillance efforts under FISA. Wouldn’t you know it, the DoJ was less than forthcoming. Dear Mr. Attorney General: Today, my staff was briefed by the Justice Department regarding guidelines to institute the new foreign to domestic wiretapping authority Congress granted to you this month by The Protect America Act. Regrettably, my colleagues reported that they learned virtually nothing new about how you intend to use the broad new authority to intercept emails and phone calls when one party is in the U.S., or how those U.S. people will be protected from unwarranted government intrusion. With so much at stake, the public needs to have a fuller understanding of what its Justice Department will be doing with its most private communications. Edwards Advances Credit Issues By Elizabeth Warren | bio Q: As President, what would you do to help middle-class Americans reduce credit-card debt and help lower-income people avoid getting trapped by predatory credit-card lenders? Edwards: Second, I would restore a 10-day grace period before imposing late fees and penalty rates. Third, apply interest-rate increases to future balances only. And fourth, end the practice of universal default, where a creditor can change a borrower's terms based on their debt payments to other creditors. We also need a new consumer protection commission, which I would call the Family Savings & Credit Commission, whose job it'll be to review all the financial services products that are being marketed to families and ensure that the terms are reasonable and fairly disclosed. Senior US official likens challenges facing America, Roman Republic John Byrne The US comptroller general David Walker issued a report last week in Chicago in which he likened the present situation in the United States to the Roman Republic or an organization that fails to adapt and "may not survive." Nobody reported it. The first report of the speech came today in London's Financial Times. Walker, who heads the Congressional, nonpartisan Government Accountability Office has offered dire forecasts for the United States in the past. In interviews with 60 Minutes and NPR, he's said that he believes the US cannot continue to live at such levels of prosperity indefinitely, since much of current prosperity is erected upon debt. "Throughout history, many great nations have also failed to survive," Walker told an audience in Chicago last week. "I should point out that the longest standing republic and the major superpower of its day no longer exists, and that's the Roman Republic." He warned of “striking similarities” between the current crises facing America and the factors toppled Rome, including “declining moral values and political civility at home, an over-confident and over-extended military in foreign lands and fiscal irresponsibility by the central government." "In my view," he added, "it's time to learn from history and take steps to ensure the American Republic is the first to stand the test of time." America's top government inspector didn't stop there. He also bemoaned US fiscal policy, underfunded healthcare, poor public schools, lack of retirement benefits, a worsening environment, Iraq, aging infrastructure and immigration policy. His remark about "aging infrastructure" came just days before the Minneapolis bridge collapse. "Simply stated, America is on a path toward an explosion of debt," he added. "And that indebtedness threatens our country's, our children's, and our grandchildren's futures." "Long range simulations from my agency are chilling," he continued. "If we continue as we have, policy makers will eventually have to dramatically and/or slash government services the American people depend on and take for granted. Just pick a program -- student loans, the interstate highway system, national parks, federal law enforcement, and even our armed forces." http://rawstory.com/news/2007/Senior_US_official_likens_challenges_facin... Kucinich: DLC agenda 'indistinguishable' from Neoconservative agenda Submit to Netscape Print This Email This Presidential candidate Dennis Kucinich, a consistent opponent of the war in Iraq, appeared Sunday on ABC's This Week, telling host George Stephanopoulos, "I think that the support is building in my direction." Stephanopoulos suggested instead that the response to Kucinich merely represents the Democratic Party's "liberal base" and that the "centrists" of the Democratic Leadership Council under Howard Ford believe that Kucinich's ideas "could hurt the party." Stephanopoulos quoted Ford as saying, "'George W. Bush is handing us Democrats our Hoover moment'" and told Kucinich, "They believe that if the party follows your path, they're going to blow this once-in-a-lifetime opportunity." "You have to keep in mind that the center has shifted in our politics," Kucinich responded, smiling. "I'm really at the center, and all the other candidates are to the right of me. And they're to the right of the American people." "The Democratic Leadership Council's agenda is indistinguishable from the Republican Neoconservative agenda," he went on. "They want to continue to stay in Iraq. They reject the idea of a not-for-profit health care system. ... These analysts are ... trying to keep a politics that really helps support a privileged few at the expense of the many. So I'm the candidate of the people." Stephanopoulos then switched to the topic of Iraq, asking, "What is the plan after you bring the troops home?" "We must engage Syria and Iran and other nations in the region to put together this international security and peacekeeping force that would move in as our troops leave," said Kucinich. "The occupation is fueling the insurgency. ... That's why we must leave. And the incentive [for other nations to cooperate] is stability in the region. ... Every country's concerned about the instability which our occupation of Iraq continues to bring." "In your view, what role do nuclear weapons play in our defense arsenal and under what circumstances would you use them?" Stephanopoulos asked. "I think that the United States must lead the way for nuclear abolition," Kucinich replied, calling any talk of keeping all options on the table, even with reservations, "not acceptable." "We need to rebuild our relationship with Russia," Kucinich stated, "and we also need to tamp down the violence on the Asian subcontinent. For anyone to talk about attacking Pakistan with any kind of weapons just begs the question as to whether they have the fitness to be president because that could set of a nuclear exchange of Pakistan with India. ... The idea that somehow by having nuclear weapons you make the world a safer place is essentially insane." The following video is from ABC's This Week, broadcast on August 12. Karl Rove biographer: 'This is the end of the Bush presidency' David Edwards and Muriel Kane Wayne Slater, author of The Architect: Karl Rove and the Master Plan for Absolute Power, joined CNN on Monday to deliver what was, in effect, a political obituary on both Rove and the Bush administration. "He can be called ... someone who was extraordinarily successful in the politics of -- politics," said Slater. "He is brilliant as a political strategist, and yet at the end, we've seen this colossal failure by the Bush administration, this collapse, and he has to bear some responsibility for that as well." Slater suggested that Rove was responsible, in particular, for the administration's failure on the issue of illegal immigration. "I blame in large part Karl Rove and his politics," he stated. "He approached the White House to win by division, to divide Republicans from Democrats, and, in some cases, various elements within the Republican Party against itself. ... That strategy works, and worked for a series of elections, so long as you only wanted to win by a vote or two. ... But what it leaves you is incapable of effectively governing." "In the aftermath of 9/11," continued Slater, "Karl saw that the approach that would be most successful would be a very sharp and ruthless division of the electorate ... that effectively left the architecture of the architect's dream of an enduring majority really in doubt and, as we've seen, pretty much collapsing around him." "This is the end of the Bush presidency," Slater concluded. "Absolutely." Money Travels North
I had to scrunch this image down a little. But as you can see, one fact stands out pretty clearly: Alaska bags a lot of earmarks. The runner up states tend to be smallish states. And that's a clear effect of the disproportionate weight small states get in the senate. But, still, Alaska gets almost four times more in federal earmark dollars than the next runner up, Hawaii. Another interesting way to look at this is, look at the top three states: Alaska, Hawaii, and West Virginia. All smallish states but each also have senators that have been in office, respectively from 1968 (Stevens), 1963 (Inouye) and 1959 (Byrd). All this said, I think earmarks in many ways have gotten a bad name. Earmarks seldom change or in theory at least never change the amount of money being spent. It simply takes the decision-making power over how money gets spent out of the hands of federal bureaucrats and puts it into the hands of legislators. It's a system rife with potential for abuse. But there's nothing wrong with it in itself. If a big federal transportation bill goes through you probably want your representative to do his or her best to make sure some of that money is allocated for making sure the bridge in your city gets fixed. The problem of course, or one of them, comes when he or she is earmarking money for some project on the other side of the country because it'll make millions for some campaign contributor who's bought your member of Congress. --Josh Marshall I think soSubmitted by Fernando on Tue, 08/14/2007 - 10:26am.

. Homeland Security Inspector General Richard L. Skinner says the department’s National Bio-Surveillance Integration System has suffered from a lack of direction and funding, insufficient staff and poor communication between management and contractors. “The NBIS program has not had the sustained leadership and priority needed to ensure continued progress toward achieving bio-surveillance systems integration goals,” said an IG’s report, released Monday. “Although the program began with a clear mandate, strong support, and a strategy for accomplishing the presidential direction, for various reasons NBIS ownership has shifted among department organizations numerous times, with corresponding fluctuations in the program approach, priority and accomplishments.” “In addition, NBIS has struggled in its inception to secure the staff needed to manage program activities effectively,” the report said. Among the problems found in the report was NBIS’ lack of a full-time program manager for the first two years of its development. Before that, the system had a part-time supervisor, unfamiliar with DHS processes and lacking in hiring authority. NBIS then went through four managers in three years because of changes in agency ownership. It also lacked key staff members, including public health officials and representatives to work with the intelligence community. The report comes at the same time as a House Energy and Commerce Committee investigation into the management and operation of NBIS. On Aug. 7, committee Chairman John D. Dingell, and Oversight and Investigations Subcommittee Chairman Bart Stupak, both Michigan Democrats, sent DHS Secretary Michael Chertoff a letter questioning the program’s progress and contract selection process. On Monday, Dingell said Skinner’s report showed the state of NBIS is worse than he had thought. “The IG’s report documents bureaucratic muddle at its worst,” he said. “We didn’t realize what an understatement it was when NBIS told us its system was not operational. . . . More than three years after the president announced the creation of NBIS, it still has no permanent director or staff, and its computer system is still under development. This does not appear to be a functional operation.” Energy and Commerce has said it does not have plans for a hearing, but one might eventually be held. Imus primed for comeback. “Don Imus has reached a settlement with CBS over his multimillion-dollar contract and is negotiating with WABC radio to resume his broadcasting career there, according to CBS and a person familiar with the negotiations.” Stewart Challenges Kristol,Submitted by toniD on Tue, 08/14/2007 - 11:34am.
Stewart Challenges Kristol, Says O’Hanlon And Pollack ‘Are Very Hawkish Guys’ Stewart pressed Kristol on why actual skeptics of the war should trust war hawks such as him “to undo the terrible thing” they created by pushing for the invasion of Iraq and making failed predictions at every turn. “Don’t trust me,” responded Kristol. “Trust skeptics of the war like Mike O’Hanlon and Ken Pollack.” “They weren’t really skeptics,” Stewart said. “Ken Pollack would like us to invade Iran, for God’s sake…those are very hawkish guys.” Watch it: (video at link) By challenging Kristol, Stewart has done something that most mainstream news outlets have failed to do, which is correctly label O’Hanlon and Pollack as hawks who supported both the initial invasion of Iraq and the President’s escalation strategy. Much of the mainstream media has referred to the two as “vocal critics” of the Bush administration. Even though O’Hanlon has admitted that he “was not a critic of this war,” his and Pollack’s op-ed has enabled pro-war hawks like Kristol and Vice President Cheney to claim validation for their opinions from alleged critics. By labeling O’Hanlon and Pollack as critics, the media is giving political cover to the same voices who misguidedly pushed America into war in the first place. UPDATE: During the interview, Kristol also said “it’s not a bad idea” to invade Iran and that Americans should let Iraq “play…out for the next six months.” http://thinkprogress.org/2007/08/14/stewart-kristol-journalism/ Decider Does President BushSubmitted by toniD on Tue, 08/14/2007 - 11:36am.

And in September, that’s how I’m going to approach it.” Whether to fight on here, he says, is a “big, big decision, a national decision,” one that belongs to elected officials, not a field general. http://www.nytimes.com/2007/08/14/world/middleeast/14petraeus.html?_r=1&... One election at a time...
For Rove, Last Disrespects
The good must have been interred with Karl Rove’s resignation letter, because there’s not a lot of love for him in blogland today, nor much respect for his reputation as a political mastermind.
National Review Online editor Kathryn Jean Lopez hopes that Bush’s political fortunes improve with Rove’s absence. “If it’s a successful last year, the myth of ‘Bush’s brain’ may be laid to rest,” she writes at The Corner.
Michelle Malkin, normally a reliable Republican cheerleader, wishes Rove hadn’t waited so long to resign. “Imagine how much better off the White House and the Republican Party might be now if he had, in fact, left a year ago,” she writes on her personal blog. Among the heresies committed by Rove, Malkin cites “the Harriet Miers debacle, the botching of the Dubai ports battle, or the undeniable stumbles in post-Iraq invasion policies.” She also disapproves of what she calls “the spectacular disaster of the illegal alien shamnesty, which will be the everlasting stain Rove leaves behind.”
Moving from far right to impossible-to-place-on-a-continuum on your blogosphere dial, Andrew Sullivan calls Rove “one of the worst political strategists in recent times.” Sullivan continues:
He took a chance to realign the country and to unite it in a war - and threw it away in a binge of hate-filled niche campaigning, polarization and short-term expediency. His divisive politics and elevation of corrupt mediocrities to every branch of government has turned an entire generation off the conservative label.
And on the center-left, Time magazine columnist Joe Klein, writing at Swampland, advises Democrats to abandon the search for a liberal Rove: “A smart Democat will study Rove and do the opposite.”

So Karl wants to spend more time with his family? Maybe folks ought to ask whether the family wants to spend time with him. Josh Marshall at Talkinpointsmemo.com correctly notes:
Of course, if there’s more to this resignation, it’s not necessarily that easy to narrow down the list of possibilities since Rove is connected to pretty much every instance of high-level wrongdoing. And then there’s the extra added wrinkle that if anything the White House’s ability to keep Rove off the witness stand is decreased, if only marginally, by his leaving the White House. With the recent news of cutbacks on funding of human intelligence in the intel budget, there’s the possibility that there were no more CIA agents whose cover could be blown and he decided to move on to greener pastures.
Jack Abramhoff has been telling friends and family in the last few months that Karl Rove was going down because he is implicated in the bribery investigations. This much I know–Abramhoff has been talking freely and fully to the FBI about Rove and what he knew and when he knew it. Whether that translates into an indictment remains to be seen. .......

I dunno, he managed to put a mentally incapacitated dry drunk slacker into the White House TWICE, despite losing both elections. Impressive - in an evil vicious world threatening sort of way.

Dammit!
I hate it when everyone leaves the room while I'm busy typing...! So I'll repost...
My word, this is certainly a surprise! Who ever would have thought that the most "serious" Democratic candidates would take such a position? .
Goddammit! They're all bastards, aren't they? Still, we can't back ourselves into a corner. We'll have the choice of a Republican, a Democrat, a third-party-vote-stealer, or staying home.
I've seen what the Republiacns do, so voting for one (I'd have to be legally insane), voting for a thrid party, or not voting at all will all get me... a Republican in the White House.
So, what are my choices? I will vote for whoever has the "Democrat" listed after their name on my ballot. Even if that means Edwards, even if it means Hillary. Yeah, they are Republican Lite, but they are still not a Republican, and all that that means.
Again, they are BASTARDS for putting me through this, and forcing me to hold my nose while I vote for them.
Meanwhile, I'll continue to send both the Republicans AND Democrats emails telling them what I think. For what it's worth...
KT4, I miss him already.

Anyone catch Al Franken today on Thom's show? It was nice to hear from that guy. He sounded a little out of sorts like his radio chops were rusty.
Rove...a well deserved retirement
He's gonna make a bundle on his book too.
Gosh, what will I miss most about Rove..?
I suppose it will be his little cherubic face and beatific smile.
He's really quite an inspiration for us all...except for that whole eating kittens alive thing, and crapping on the front lawns of democratic rivals - in broad daylight.
Maybe now that he's got some free time he can enlist in the army? I'm sure it's been bothering him knowing others are out there doing the job he hasn't been able to find the time for. Until now!
